On the afternoon of May 26, the National Assembly discussed the results of supervision and resolved voters' petitions sent to the 4th session of the 15th National Assembly.
Delegate Hoang Quoc Khanh ( Lai Chau delegation) frankly stated that many petitions sent by voters to ministries and branches in the past have not had a roadmap for resolution.
Mr. Khanh cited the monitoring report, at this session the People's Petition Committee compiled over 2,000 petitions, and has so far resolved 99.8% of the opinions and issues raised by voters - this is a very high resolution rate. However, there are still 4 petitions that have not been resolved, but the report has not mentioned the reasons, the resolution, or the response.
He assessed that the number of voters' petitions was very large, but in a short period of time, most of the issues had been considered, resolved, and answered by the competent authorities, and many petitions had been resolved completely. However, there are still 338 petitions that are in the process of being researched and received, and there is no roadmap for resolution.
Accordingly, through synthesizing data from over 40 provinces and cities nationwide, delegate Hoang Quoc Khanh proposed that the Government promptly consider and amend Decree 34 issued in 2009 on amending and supplementing a number of regulations on commune-level cadres and civil servants who are part-time workers at the commune, village, hamlet, and residential group levels.
National Assembly Deputy Hoang Quoc Khanh said that voters in the education sector hope to request the Government to increase preferential allowances for teachers.
The reason is due to the merger of commune-level administrative units, rapid urbanization, many commune-level administrative units are densely populated, especially in large provinces and cities; many jobs are decentralized to grassroots authorities, so the regulation of a minimum of 19 positions and a maximum of 23 positions for commune-level cadres and civil servants according to the current classification of administrative units is no longer suitable.
Delegates also proposed to increase the allowance level and expand the beneficiaries of allowances for non-professional workers who are currently performing low-cost, ineffective contract work; proposed to add the position of civil servant of the Party Committee Office at the commune level.
Along with that, voters in the education sector hope to request the Government to increase preferential allowances for teachers, especially preschool teachers working in mountainous areas and areas with especially difficult economic conditions.
"At the 4th session of the question and answer session, Minister of Education and Training Nguyen Kim Son acknowledged and promised to soon submit to the Government for consideration to increase allowances for teachers. However, there is still no answer," said Mr. Khanh.
In addition, many opinions and recommendations on employment, salary regimes, and social insurance that are under the responsibility of the Ministry of Labor, War Invalids and Social Affairs need to be carefully considered and thoroughly resolved.
From the above shortcomings, delegates hope that the National Assembly Standing Committee will evaluate which ministries and branches have resolved them well and which have not, as criteria and basis for assessing the level of task completion of heads of agencies and units.
In addition, to facilitate the monitoring of delegates, it is proposed to add an appendix with the content of the response documents of the competent agencies and units, and in the long term, delegates propose to build a database on the settlement of voters' petitions.
National Assembly Deputy Nguyen Thi Viet Nga said voters are particularly interested in solving the teacher shortage.
Also related to education, presenting voters' recommendations, delegate Nguyen Thi Viet Nga (Hai Duong delegation) said that voters are particularly interested in solving the shortage of teachers and support policies for pedagogical students.
According to the delegate, organizing this discussion session creates peace of mind and trust for voters, helps voters monitor the response to petitions of functional agencies, and increases the sense of responsibility of functional agencies to perform this work to ensure the highest quality.
Presenting voters' recommendations, the delegate said that voters are particularly interested in solving the shortage of teachers and support policies for pedagogical students.
Pay attention to the quality of responses to voters' petitions
Delegate Trinh Xuan An (Dong Nai delegation) was concerned about the quality of responses to voters' petitions. According to the delegate, responses are mainly expressed through explanations and information provision. Explanations and information provision are also good, thereby clarifying many issues of concern to voters. However, another perspective shows that the regulations of the legal system are still not consistent and there are many issues that voters have to ask about; ministries and branches have to explain and provide a large amount of this.
Therefore, there needs to be an information channel to see whether voters and people agree with the explanation and provision of information or not. In addition, there is currently a large number of petitions being received and resolved, of which 55 petitions do not have a roadmap for resolution, and this content needs to be clarified.
The response to voters' petitions has been good, but how they are responded to needs to be evaluated more carefully. Because there is a situation where not only voters' petitions, but also local petitions sent to ministries and branches are sent to the Government for response according to procedures or legal regulations.
Thus, it is very difficult to satisfy voters' opinions, as well as to meet the role of State management. Therefore, the delegate believes that there should be criteria to evaluate the response to voters' petitions by localities .
