Voters say Do Son's night economy is weak, Ministry of Culture: Hai Phong needs to proactively research

The Ministry of Culture, Sports and Tourism has responded to the opinions of Hai Phong City voters sent before the 6th session of the 15th National Assembly.

Accordingly, voters believe that the development of the night-time economy in tourist areas, including Do Son, is still a weakness due to the lack of appropriate policies and mechanisms to promote the potential and advantages of the industry.

In order to develop diverse, unique, sustainable, high-quality, value-added night-time economic tourism products, contributing to attracting domestic and international tourists to national tourist areas, voters recommend that the Government consider and amend Decree 54/2019 of the Government regulating karaoke and discotheque business.

Specifically, in the direction of allowing karaoke bars and dance clubs in tourist areas to "operate 24/7".

Responding to the proposal to amend Decree 54/2019, Minister of Culture, Sports and Tourism Nguyen Van Hung said that Decree 54 was issued to create a favorable legal corridor for organizations and individuals participating in service business, contributing to limiting negative aspects in karaoke and discotheque business activities nationwide.

Accordingly, the decree stipulates the responsibility of the People's Committee of the province and city in implementing state management of karaoke and discotheque services in the area.

Therefore, the proposal to allow karaoke bars and dance clubs in tourist areas to operate 24/7 is under the authority of the City People's Committee.

According to the minister, based on Decision 1129/2023 of the Prime Minister approving the project to develop the night-time economy in Vietnam, Hai Phong City is identified as one of 10 localities allowed to pilot the development of the night-time economy in Vietnam.

On July 14, 2023, the Minister of Culture, Sports and Tourism issued Decision 1894 approving the project "Some models for developing night tourism products", in which Hai Phong is one of 12 localities allowed to pilot the project to develop a model for developing night tourism products in the period of 2023 - 2025, with a vision to 2030.

From there, the Ministry of Culture, Sports and Tourism proposed that the People's Committee of Hai Phong City proactively research and build a night tourism development model suitable to the advantages and practical conditions of the locality, on that basis report and propose the City People's Council to research and issue resolutions on a number of specific mechanisms and policies to promote the development of night tourism products.

At the same time, the ministry proposed that the city proactively integrate into the process of building the new-period city planning, focusing on researching and planning potential areas and locations (including Do Son) to build suitable night tourism products.
