Affirming the pivotal role in ensuring safety and preserving the environment of the Industry and Trade sector

Speaking at the opening ceremony, Director of the Department of Industrial Safety Techniques and Environment Pham Tuan Anh said, in a solemn and exciting atmosphere, we gathered here to attend the 30th Anniversary of the establishment of the Department of Industrial Safety Techniques and Environment (November 14, 1995 - November 14, 2025) - an important milestone marking the journey of establishment, growth and sustainable development of the Department.

Exactly 30 years ago, on November 14, 1995, the Department of Industrial Safety Technical Inspection and Supervision (the predecessor of today's Department of Industrial Safety Techniques and Environment) was officially established under Decision No. 119/QD-TCCB of the Minister of Industry according to Decree No. 74/CP dated November 1, 1995 of the Government .

Since its establishment with 15 civil servants including leaders and specialists, of which 14 civil servants are Party members, the Department of Industrial Safety Techniques and Environment has now developed into an Organization with 5 specialized departments and 04 Centers under the Department. The total number of civil servants and public employees of the Department is currently 230 people. The Department's Party Committee has 7 affiliated Party Cells with a total of 98 Party members. This is a big step forward, demonstrating the strong growth of the Department over the past three decades.

According to Director Pham Tuan Anh, currently, the Department of Industrial Safety Techniques and Environment is assigned the important responsibility of performing the advisory function, assisting the Minister of Industry and Trade in state management and law enforcement in the field of safety and environmental protection in industry and trade, and is also the Standing agency for natural disaster prevention and search and rescue of the Ministry of Industry and Trade. With a wide and interdisciplinary scope of management, the Department's tasks always require a high sense of responsibility, deep expertise and close coordination between units inside and outside the Ministry.

On the 30-year journey of development, carrying on its shoulders the heavy but also proud responsibility of ensuring safety for key industrial activities, minimizing risks, incidents and protecting the environment - an important factor of sustainable development, with the spirit of determination to complete the task, internal solidarity, timely attention and direction of the Ministry's leaders, along with the great efforts of the collective of civil servants, public employees and workers, the Department of Industrial Safety Techniques and Environment has achieved encouraging and proud achievements.

For example, in the work of drafting legal documents, the Department of Industrial Safety Techniques and Environment is one of the leading units of the Ministry of Industry and Trade in drafting legal documents. Up to now, the Department has drafted and submitted to the Minister for promulgation and advised competent authorities to promulgate 17 Decrees of the Government, 12 Decisions of the Prime Minister , 128 Circulars and technical regulations. These documents make an important contribution to perfecting the institution on technical safety management of the Industry and Trade sector. At the same time, they contribute to reducing legal regulations to reduce the procedural burden for businesses, in line with development practices.

Improve management and increase supervision to improve safety and environmental efficiency.

Regarding inspection and examination work, every year, dozens of inspection teams are organized to inspect the implementation of standards, regulations and legal provisions on technical safety and environmental protection in organizations and enterprises. Thereby, timely detecting, correcting and guiding units to overcome existing problems, raising the sense of responsibility of units in ensuring safety and environmental protection.

In addition, the Department has always paid attention to promoting technical safety management over the past time, promptly advising the Ministry's leaders in directing, operating, and guiding safety management in the fields of electrical safety, oil and gas safety, safety in mineral exploitation, industrial explosives, etc.

Regarding environmental protection work in the Industry and Trade sector, the Department has submitted to the Minister for promulgation a Circular on environmental management in the Industry and Trade sector; a Directive on strengthening environmental protection work in the entire sector; advised the Ministry to submit to the Prime Minister: Approval of the Environmental Protection Plan for the Industry and Trade sector for the period up to 2025; Promulgation of a specific list of technologies, equipment, and products in the environmental industry; approval of the Program for developing the Vietnam environmental development industry for the period 2025-2030.

In addition, in pollution control, every year the Department has advised the Ministry's leaders to assign units in the industry to deploy tasks and projects on environmental protection to evaluate and propose solutions to handle hot environmental issues in the Industry and Trade sector, especially environmental protection issues associated with energy development, ash and gypsum treatment issues in the thermal power, fertilizer and chemical industries.

After 30 years of establishment and development, the Department of Industrial Safety Techniques and Environment has affirmed its pivotal role in ensuring safety and preserving the environment of the Industry and Trade sector.

Notably, in the work of natural disaster prevention and search and rescue, in its role as the Standing Committee of the Ministry of Industry and Trade's Natural Disaster Prevention and Search and Rescue Command, the Department has promptly advised the Ministry's leaders to issue documents directing effective response to natural disaster situations. Organize 24/7 on-duty on the work of preventing, responding to, and overcoming the consequences of natural disasters. Monitor the daily operation of hydroelectric reservoirs during the rainy and stormy season...

“ With the above efforts, the Department of Industrial Safety Techniques and Environment has been recognized by the Party and the State and awarded many noble titles such as: Third-class Labor Medal, Second-class Labor Medal; along with many Certificates of Merit from the Prime Minister; Minister of Industry and Trade; Emulation Flag of the Government; Ministry of Industry and Trade, Vietnam General Confederation of Labor and Certificates of Merit from relevant Ministries and branches. This achievement is the result of the strong direction of the Minister, Deputy Minister in charge of the Department, leaders of the Ministry and the continuous efforts of many generations of leaders, civil servants, public employees and workers of the Department ”, Director Pham Tuan Anh emphasized.

According to Mr. Pham Tuan Anh, in addition to the above-mentioned encouraging results, in the coming time, entering a new development stage, facing greater requirements and tasks, the Department of Industrial Safety Techniques and Environment determined that there are still many challenges, requiring each officer and employee to always be proactive, creative, closely follow reality, improve professional qualifications, foreign languages and at the same time have a comprehensive approach in work. Continue to improve the system of legal documents, overcome existing problems of overlapping functions and tasks between ministries, branches, and even between units within the Ministry.

The Department of Industrial Safety Techniques and Environment performs the function of advising and assisting the Minister of Industry and Trade in state management and law enforcement in the field of safety and environmental protection in industry and trade.
