Director Nguyen Trung Khanh works in Lam Dong on management and business of tourist accommodation establishments in the area.

On November 13, Director of the Vietnam National Administration of Tourism Nguyen Trung Khanh led a working delegation to work with the Department of Culture, Sports and Tourism and inspect a number of tourist accommodation establishments in Lam Dong province. This is an activity to implement Plan No. 2045/KH-BVHTTDL dated May 9, 2025 of the Ministry of Culture, Sports and Tourism.

Also attending the working delegation were leaders and experts of the Tourist Accommodation Department (Vietnam National Tourism Administration), representatives of the Foreign Security Department ( Ministry of Public Security ). On the local side, there was Deputy Director of Lam Dong Department of Culture, Sports and Tourism Nguyen Lan Ngoc, and representatives of the Department's professional departments.

Strengthening state management and ensuring the quality of accommodation facilities

At the working session, the delegation listened to the Lam Dong Department of Culture, Sports and Tourism report on the state management of tourism accommodation business activities; inspection, examination, supervision, prevention of law violations; listing and promotion of star ratings of tourist accommodation establishments; work on ensuring security and order, fire prevention and fighting, environmental sanitation, as well as statistics on tourism activities in the area...

According to the report, Lam Dong currently has 4,240 tourist accommodation establishments with a total of 66,843 rooms, capable of serving about 150,000 visitors/day. Of these, there are 1,370 1-5 star hotels with more than 20,000 rooms, including 10 5 star hotels and 49 4 star hotels.

In the first 10 months of 2025, the whole province welcomed more than 17.1 million tourists, an increase of nearly 20% over the same period last year; of which, international visitors reached nearly 1 million, an increase of more than 31%. Tourism revenue reached VND 45,472 billion, an increase of more than 20% over the same period, showing a strong recovery of the tourism market after the pandemic.

The province has focused on reforming administrative procedures in the field of accommodation. The Department of Culture, Sports and Tourism has advised the Provincial People's Committee to issue Decision No. 1773/QD-UBND dated October 3, 2022, shortening the time to process procedures for recognizing tourist accommodation establishments from 30 days to 25 days. The procedures are public, transparent and implemented online at the entire process level, helping organizations and individuals easily track and monitor the progress of processing documents.

At the same time, the Department has organized many professional training courses to improve the quality of the workforce in the industry, with hundreds of students participating in training courses on reception, housekeeping, customer service and accommodation management.

In addition, the locality also pointed out some difficulties in management, such as unsynchronized tourism infrastructure and a large number of small-scale accommodation establishments, which makes inspection and supervision work still limited. Current legal regulations related to the Law on Tourism and specialized laws such as Land, Construction, Environment, Fire Prevention and Fighting, etc. are still inconsistent. In addition, there are no clear sanctions for the act of not maintaining quality after being recognized as a star, which also affects the quality of service.

The locality recommends that the Central Government should soon study and supplement management regulations for new types of accommodation such as shophouses, officetels, farmstays, build a national database on tourist accommodation, and consider decentralizing the responsibility of the People's Committees at the commune level to inspect and monitor the minimum conditions of small-scale accommodation establishments. The locality also recommends that the Ministry of Culture, Sports and Tourism coordinate with relevant ministries and branches to study and amend and supplement inadequate legal regulations; develop a specific mechanism to handle violations such as not ensuring fire safety, environmental sanitation, or promoting incorrect star ratings.

At the same time, there are detailed instructions on consumer protection mechanisms in new business types such as “timeshare contracts”, tourist apartment rentals, and online accommodation sharing; ensuring transparency and fairness between businesses and customers.

Speaking at the meeting, Director Nguyen Trung Khanh acknowledged and highly appreciated the efforts of Lam Dong tourism industry in recent times to stabilize the organization and complete assigned tasks. State management of tourism has been strengthened; Security, safety, fire prevention and fighting have been ensured; Training to improve the quality of the labor force in the industry has been given attention and development; Administrative procedures have been provided with full online public services, connecting to the National Public Service Portal.

In particular, the impressive recovery of the international tourist market and the synchronous development of the tourist accommodation system. The Director emphasized that compliance with legal regulations is a mandatory requirement, the foundation for ensuring service quality, protecting the rights of tourists and building a civilized and safe tourism environment.

Regarding local recommendations on managing new types of tourism, on decentralization and delegation of authority in handling violations in tourism business activities... The Director said that the Vietnam National Tourism Administration will study and advise competent authorities to consider adjustments in the process of amending the Tourism Law and related laws, in order to encourage businesses to move towards sustainable and environmentally friendly development.

The Director requested local tourism management agencies to continue to closely coordinate with the Vietnam National Tourism Administration in state management, tourism promotion, digital transformation, tourism statistics, and building industry databases. At the same time, proactively detect and promptly report cases of fake websites and fanpages of accommodation establishments so that the Department can coordinate in handling them, ensuring a safe and transparent tourism business environment.
