Attending the conference were leaders of Department III of Localities, Central Organizing Committee; Standing Deputy Secretary of the Provincial Party Committee, Chairman of the People's Council of An Giang province Nguyen Thanh Nhan; members of Emulation Cluster No. 4 including provinces and cities: An Giang, Lam Dong, Dong Nai, Ho Chi Minh City, Tay Ninh, Dong Thap, Vinh Long, Can Tho City and Ca Mau.

Speaking at the conference, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the People's Council of An Giang province Nguyen Thanh Nhan expressed his honor that An Giang province was hosting the conference. At the same time, he affirmed that the emulation movement of Emulation Cluster No. 4 in 2025 has developed strongly, substantially and effectively. The provinces and cities in the cluster have promoted the spirit of solidarity, shared experiences, and competed in innovation in Party building and organization; many good models and creative ways have been deployed and replicated, especially in personnel work, digital transformation, perfecting grassroots Party organizations and improving the quality of Party cell activities.

From the results achieved, comrade Nguyen Thanh Nhan believes that with the spirit of solidarity, responsibility and creativity, the Party Organization and Building sector will continue to excellently fulfill its tasks, making worthy contributions to the cause of Party building and national development, worthy of the "key of the key" position in the work of Party building and the political system.

At the conference, members of Emulation Cluster No. 4 voted to elect comrade Vo Thanh Danh, Deputy Head of the Organization Committee of Vinh Long Provincial Party Committee as cluster head; comrade Lu Xuan Son, Deputy Head of the Organization Committee of Can Tho City Party Committee and comrade Le Tuan Anh, Deputy Head of the Organization Committee of Tay Ninh Provincial Party Committee as deputy cluster heads of Emulation Cluster No. 4 in 2026.

As a result of the 2025 commendation review, emulation cluster No. 4 has 1 collective proposed by the Central Organizing Committee to receive an emulation flag; 3 collectives and 9 individuals were proposed to receive certificates of merit for their excellent performance in completing tasks in 2025.

The Organizing Committee of An Giang Provincial Party Committee, Head of Emulation Cluster No. 4 in 2025, presented the rotating flag to the Organizing Committee of Vinh Long Provincial Party Committee - Head of Emulation Cluster No. 4 in 2026. At the same time, members of Emulation Cluster No. 4 signed the emulation covenant in 2026.
