Cluster No. 8 comprises Chuong My ward and the following communes: Xuan Mai, Quang Bi, Phu Nghia, Hoa Phu, Tran Phu, Kieu Phu, Hung Dao, Phu Cat, Hoa Lac, and Yen Xuan.
In 2025, amidst the implementation of the two-tiered local government model after restructuring, the units in emulation cluster No. 8 demonstrated a spirit of solidarity, proactiveness, and creativity, successfully completing their assigned political tasks and laying an important foundation for the emulation movement in 2026.
Over the past year, the cluster has proactively innovated its approach, linking emulation movements with the implementation of political tasks, creating momentum to promote socio -economic development, maintain national defense and security, and improve people's lives. Many important indicators in the cluster have met and exceeded the city's assigned plan, notably achieving and exceeding the budget revenue target… Emulation movements such as: "All people unite to build a cultured life" and "Bright - Green - Clean - Beautiful" have been widely implemented, contributing to changing the face of rural areas and building an increasingly civilized, clean, and beautiful living environment.
Regarding the results of the emulation movement for administrative reform and digital transformation, the communes have implemented Project 06 synchronously; strengthening the digitization of documents, digital signatures, and resolving administrative procedures in the electronic environment. Administrative discipline and order have been tightened; the sense of responsibility and attitude of serving the people of the team of officials and civil servants have been gradually improved.
With the spirit of "Emulation is patriotism, and patriotism requires emulation," Emulation Cluster No. 8 officially launched the 2026 emulation movement, focusing on key tasks: Emulating the effective implementation of resolutions, programs, and plans of the central government and the city; developing socio-economic aspects associated with sustainable growth goals; promoting administrative reform, digital transformation, and building a government that serves the people; maintaining national defense and security, social order and safety; and enhancing administrative discipline, order, and the exemplary responsibility of leaders.
At the conference, Cluster No. 8 elected 12 units that met the criteria for outstanding performance; Quoc Oai commune was nominated to receive the City's Outstanding Emulation Flag and the Government 's Outstanding Emulation Flag; and Quoc Oai commune was honored to assume the role of Cluster Leader of Cluster No. 8 in 2026.
On this occasion, representatives from units in emulation cluster No. 8 signed an emulation agreement for 2026, demonstrating a high level of consensus on goals, solutions, and a sense of responsibility in implementation.
Speaking at the conference, the Head of the Emulation and Commendation Board of Hanoi City, Nguyen Cong Bang, highly appreciated the results achieved by the units in Emulation Cluster No. 8 in 2025. He hoped that the emulation movements of Emulation Cluster No. 8 would continue to be promoted and implemented effectively, linked to economic, social, security and defense activities, creating a vibrant atmosphere of emulation.
