Together with businesses to overcome difficulties and develop production

Since the beginning of the year, the economic context has been volatile, natural disasters have been unpredictable, and Quang Ninh enterprises have faced many difficulties. Accompanying enterprises, especially small and medium enterprises and cooperatives, the province has implemented many solutions to remove obstacles, unlock resources, support enterprises to overcome difficulties, stabilize production, and contribute positively to economic growth.

To date, there are 13,260 tax-generating enterprises in operation in the province, of which private sector enterprises account for nearly 98% of the total number of enterprises in the province. Currently, the province has 1,213 cooperatives, of which 807 are operating.

Accompanying enterprises, departments, branches and localities have paid attention to creating favorable conditions for enterprises and cooperatives to access land, especially land funds in industrial parks and clusters and areas recovered from suspended and slow-progressing projects. From there, there are plans for private enterprises to access credit capital, diversify support forms, encourage the application of science and technology in production and business; promote administrative reform, train human resources, support business households to transform into enterprises...

In particular, implementing the Central Government's policy on abolishing business license fees and exempting corporate income tax for small and medium-sized enterprises in the first 3 years of establishment, the Provincial Tax Department has focused on disseminating tax policies to taxpayers; reviewing the operating status of taxpayers, making statistics and classifying taxpayers (enterprises, business households) who must pay business license fees. At the same time, reviewing the business license fee obligations to be paid in 2025 to urge cases that have not yet been paid to the State budget, handling overpayments and virtual debts to ensure taxpayers' proper business license fee obligations and eliminating the situation of taxpayers still owing when implementing the policy on abolishing business license fees.

For the Industry and Trade sector, together with   Presiding over the successful organization of the Quang Ninh OCOP Fair - Autumn Winter 2025 and the Quang Ninh Autumn Fair - Exhibition in 2025, the Department of Industry and Trade has also developed and implemented a plan to stabilize the market to ensure the supply of essential goods in the province in the last months of 2025 and the Lunar New Year 2026; presided over the implementation of the campaign "Vietnamese people prioritize using Vietnamese goods"; strengthened solutions against counterfeit, fake, poor quality goods... to protect consumers as well as legitimate businesses. In particular,   The Department has operated, upgraded, and maintained the Quang Ninh OCOP e-commerce trading floor (https://ocopquangninh.com.vn) to support cooperatives, businesses, and individuals to open booths on the e-commerce floor, expanding the consumption market for goods. Up to now, there are 437 OCOP products with 3 stars or more from 184 businesses, cooperatives... in the province selling products on the floor.

In addition, the State Bank of Vietnam, Region 6 Branch, directed credit institution branches in the province to prioritize credit capital for private enterprises, especially small and medium enterprises, supporting industry enterprises, and innovative start-up enterprises to borrow to invest in equipment, new technology, green transformation, and digital transformation. By October 31, 2025, outstanding credit in the province reached VND 214,276 billion, an increase of 8.3% compared to December 31, 2024; estimated to reach VND 219,000 billion by November 30, 2025, an increase of 10.7% compared to December 31, 2024. The non-state economic sector is provided with credit capital by banks. By November 30, 2025, outstanding loans to non-state economic sectors are estimated to reach VND 197,000 billion, accounting for 90% of total outstanding loans, up 12.1% compared to December 31, 2024. Of which, outstanding loans to non-state enterprises (including LLCs, joint stock companies, partnerships, private enterprises, foreign-invested enterprises, and cooperatives) will reach VND 66,300 billion, accounting for 30.3% of total outstanding loans, up 19.3% compared to December 31, 2024; outstanding loans to business households and individuals will reach VND 130,000 billion, accounting for 59.4% of total outstanding loans, up 9.9% compared to December 31, 2024.

Implementing the program of connecting banks and enterprises, the State Bank of Vietnam, Branch 6, and credit institutions in Quang Ninh province also organized and attended 19 conferences to contact enterprises to remove difficulties and obstacles. At the same time, coordinated to organize the Conference "Promoting bank credit, contributing to promoting economic growth" with the participation of the National Assembly Delegation of the province, representatives of leaders of departments, branches, associations, 210 credit institution branches and 115 enterprises, cooperatives... of the localities: Hai Phong, Hung Yen, Quang Ninh.

Currently, there are 4 cement manufacturing enterprises in the province and facing difficulties of enterprises in consumption due to reduced domestic demand, many barriers in the export market, input costs related to coal, electricity, fuel prices have many fluctuations..., the province has directed the Department of Construction, Department of Agriculture and Environment, Project Management Boards to support cement manufacturing enterprises to complete procedures to be able to use household waste and waste materials in the process of implementing public investment projects according to the circular economic model in accordance with regulations. The Department of Construction reviews investment projects within and outside the budget so that cement enterprises in the area can access, introduce and consume commercial cement products produced in the area...

In addition, to remove obstacles for coal industry projects, especially in investment procedures, licensing, land lease, planning, site clearance, the province has organized work with departments, branches, localities, and representatives of TKV and Army Corps 19 to review all recommendations and obstacles, and at the same time agree on the policy of allowing planning adjustments in the nearest period for projects that are being implemented but are not in accordance with the planning or do not have a planning, on the condition that they do not cause negative impacts on the environment and people's lives... Timely removal of difficulties for coal industry projects not only helps increase production capacity according to the roadmap, but also creates a solid foundation for local economic development, stabilizes the lives of workers, improves the efficiency of resource use, and contributes positively to the goal of sustainable development of Quang Ninh province in the coming period.

Urgent recommendations grasped and promptly resolved by the province have helped businesses stabilize production and business, positively contributing to the province's economic growth.
