Thuong Cat Ward has 18 residential areas, with over 6,400 households and more than 25,000 inhabitants. The vast majority of people live primarily by farming .
The ward is deeply rooted in the traditional culture of the Red River delta region, still preserving the atmosphere of ancient villages, folk beliefs, and long-standing festivals. Traditional craft villages, farming activities in the riverside areas, rural markets, and the agricultural lifestyle of the residents create a unique cultural space.

From the very beginning of the operation of the two-tiered local government model, the Fatherland Front Committee of the ward and other socio-political organizations quickly began implementing activities according to the new model. Propaganda and mobilization efforts were constantly innovated, creating high levels of social consensus.
The campaigns and patriotic emulation movements were implemented synchronously, linked with the "Unity and Creativity" and "Building a Bright, Green, Clean, and Beautiful Hanoi" emulation movements. Along with effectively carrying out the work of showing gratitude to those who have rendered meritorious services and their families, the ward always focuses on doing a good job in social welfare.
There are no longer any impoverished households in the ward, and the lives of the people are constantly improving. The ward has successfully built models such as "Civilized, Safe, and Self-Governing Residential Areas" and "Digital Mailboxes - Front Listening to People's Opinions"; the people actively participate in monitoring investment and construction projects in the area and monitoring Party members according to Regulation 213-QĐ/TW, dated January 2, 2020, contributing opinions to the building of the Party and the ward's political system...

Speaking at the event, General Secretary To Lam affirmed that national unity is a tradition, an invaluable asset and legacy of our ancestors, and the strength that has created all the victories and achievements of our nation. The strength of national unity begins with very familiar and simple things: trust and human compassion. When we trust, love, and respect each other, we will work together to achieve great things. When the interests of the nation and people are placed above all else, all differences will find common ground, and all difficulties will find a way out.
The General Secretary emphasized that, looking back over the years, during difficult times, from the mountains to the coast, the spirit of brotherhood shone brightly. The support of the vast majority of people from all walks of life for the Party and the State in the process of reform and "reorganizing the country" is an unparalleled driving force and source of strength for the Party to confidently carry out its political tasks.
During the one-month period of soliciting public opinion, more than 3 million comments were submitted to the Party's 14th Congress documents, which is truly commendable…

Outlining the country's development goals, the General Secretary emphasized that the foundation for going far and achieving success remains unity. Unity is essential for removing institutional bottlenecks, unlocking resources, sharing risks, multiplying opportunities, and ensuring that no one is left behind…
Great national unity begins with unity within the Party; unity within the political system; unity among social strata; and international unity. To translate this spirit into daily life, seven key areas need to be addressed: The people are the foundation; all policies and guidelines must stem from the people's genuine needs, be discussed by the people, scrutinized by the people, and benefit from by the people. Discipline and integrity, combating corruption, waste, and negative practices – this task must be carried out resolutely, relentlessly, and without compromise.
A streamlined administrative apparatus and a seamless, mutually supportive three-tiered government system are aimed at serving the people. This includes unlocking all resources for development, removing legal bottlenecks, upgrading strategic infrastructure, developing high-quality human resources, and promoting green and digital transformation. The goal is to achieve multidimensional and sustainable poverty reduction; prioritize healthcare, education, housing, employment, and the protection of vulnerable groups. National defense and security are integrated with foreign relations and international integration, building a strong foundation of public support.

The General Secretary proposed spreading the spirit of "5 dares" (dare to think, dare to speak, dare to act, dare to take responsibility, dare to innovate for the common good) and "3 together" (discuss together, work together, and enjoy together).
For localities and grassroots levels, it is essential to be democratic, open, and transparent; to engage in dialogue to build consensus; to cultivate a culture of thinking correctly, thinking far ahead, thinking with the people, and thinking for the people; to act quickly and decisively; and to complete tasks thoroughly... The ultimate goal is a more streamlined system, better service, lower social costs, and greater development opportunities.
In socio-economic development, let the spirit of solidarity guide the solution to difficult problems, linking regions so that rural and urban areas develop together for the benefit of the people.
On this occasion, the General Secretary called on all compatriots, comrades, soldiers throughout the country, and the Vietnamese community abroad to work together to preserve, nurture, and further promote the strength of national unity, transforming the spirit of unity into action, all for the beloved Fatherland of Vietnam, for the happiness of the people, and for the goals and aspirations of national development.
