Also attending were comrades: Bui Thi Minh Hoai, Politburo member, Secretary of the Party Central Committee, President of the Central Committee of the Vietnam Fatherland Front; Nguyen Duy Ngoc, Politburo member, Secretary of the Hanoi Party Committee; Pham Gia Tuc, Party Central Committee member, Chief of the Party Central Committee Office; representatives of central agencies and Hanoi city and a large number of local people.

Thuong Cat Ward has 18 residential groups, more than 6,400 households with more than 25,000 people. The majority of people live mainly on agricultural production.

The ward has a strong traditional cultural identity of the Red River Delta region, and still preserves the ancient village space, folk beliefs and long-standing festival activities. Traditional craft villages, farming activities in the alluvial plains, rural markets and the lives of agricultural residents create a distinct cultural space.

Right from the first days of operating the 2-level local government model, the Ward Fatherland Front Committee and socio-political organizations quickly started to implement activities according to the new model. Propaganda and mobilization work was regularly innovated to create high consensus in society.

Campaigns and patriotic emulation movements are deployed synchronously, associated with the emulation movements of "Creative Solidarity" and "Building a bright, green, clean and beautiful Hanoi". Along with doing well the work of paying gratitude to people with meritorious services and policy families, the ward always focuses on doing well the work of social security.

There are no more poor households in the ward, and people's lives are increasingly improving. The ward has successfully built models of "Civilized-Safe-Self-Managed Neighborhood Groups", "Digital Mailboxes - Fronts Listening to People's Opinions"; people actively participate in monitoring construction investment projects in the area and monitoring Party members according to Regulation 213-QD/TW, dated January 2, 2020, contributing ideas to build the Party and the political system of the ward...

Speaking at the festival, General Secretary To Lam affirmed that national solidarity is a tradition, an asset, a priceless legacy of our ancestors, and the strength that creates all victories and achievements of our nation. The strength of national solidarity starts from very familiar and simple things, which are trust and humanity. When we trust each other, love each other, and respect each other, we will work together to do great things. When we put the interests of the nation and people above all else, all differences will find a common denominator, and all difficulties will have a way out.

The General Secretary emphasized that, looking back over the past years, in difficult times, from the mountains to the sea, the spirit of compatriots shone brightly. The support of the vast majority of people from all walks of life for the Party and State in the process of renovation and "reorganizing the country" was the driving force and unparalleled source of strength for the Party to confidently carry out its political tasks.

Stating the country’s development goals, the General Secretary emphasized that the foundation for going far and achieving success is still solidarity. Solidarity is needed to remove institutional bottlenecks, to unlock resources, to share risks, to multiply opportunities, so that no one is left behind…

Great solidarity begins with solidarity within the Party; solidarity within the political system; solidarity between social classes and international solidarity. To bring that spirit into daily life, there are 7 groups of tasks that need to be carried out: People are the root, all policies and strategies must originate from the real needs of the people, be discussed by the people, checked by the people, and benefited by the people. Discipline, integrity, anti-corruption, waste, negativity, continue to carry out this task resolutely, relentlessly, and without compromise.

Streamlined apparatus, 3-level government, transparent and mutually supportive with the common goal of serving the people. Unleash all development resources; remove legal bottlenecks, upgrade strategic infrastructure, develop high-quality human resources, promote green transformation, digital transformation. Reduce multidimensional and sustainable poverty; care for health, education, housing, employment, protect the vulnerable. National defense and security are linked with foreign affairs, international integration, and building a solid people's position.

Promoting the core role of the Fatherland Front in gathering, uniting, supervising and providing social criticism; closely connecting with the international community to spread the strength and noble humanistic values of our nation...

The General Secretary proposed spreading the spirit of "5 dares" (dare to think, dare to speak, dare to do, dare to take responsibility, dare to innovate for the common good) and "3 together" (discuss together, do together, enjoy together).

With localities and establishments, we must be democratic, open, transparent; have dialogue to create consensus; build a culture of thinking correctly, thinking far ahead, thinking with the people, thinking for the people; doing things quickly, doing things firmly; doing things thoroughly... The destination is a leaner apparatus, better service, lower social costs, and higher development opportunities.

In socio-economic development, let the spirit of solidarity guide the solution of difficult problems, linking regions so that rural and urban areas can develop together for the benefit of the people.

On this occasion, the General Secretary called on compatriots, comrades, soldiers nationwide, and the Vietnamese community abroad to join together to preserve, foster and further promote the strength of great national unity, turning the spirit of unity into action, all for the beloved Vietnam Fatherland, for the happiness of the people, for the goals and aspirations of national development.
