Universities are making efforts to increase the proportion of lecturers with doctoral degrees to improve training quality and increase brand reputation.
According to data from the HEMIS System declared by training institutions, the number of full-time lecturers in 2024 is 91,297, of which 743 are professors and doctors, 5,629 are associate professors and doctors, 23,776 are doctors, and 53,412 are masters.
Urgently increase the ratio of PhD lecturers
Circular 01/2024/TT-BGDDT of the Ministry of Education and Training (MOET) promulgating standards for university education institutions stipulates that the proportion of full-time lecturers with PhD degrees must not be lower than 20% and from 2030 not lower than 30% for universities that do not train PhDs; not lower than 40% and from 2030 not lower than 50% for universities that train PhDs. Thus, if universities want to meet university education institution standards, they must meet the prescribed PhD ratio.
For universities, depending on the development strategy, goals and development roadmap, each school has a plan to increase the proportion of lecturers with PhD degrees. At Ho Chi Minh City University of Industry and Trade, at the end of September, the school issued a notice to review and register lecturers for advanced training. Accordingly, the school requires female lecturers under 45 years old and male lecturers under 50 years old to register for PhD studies within 3 years. When registering, lecturers must report their study progress, expected time to complete and receive their diploma, no more than 6 years. If not, after 3 years, the lecturer will be assessed as not completing the task. Associate Professor, Dr. Nguyen Xuan Hoan, the school's principal, said that after the school issued a notice to review and register lecturers to attend advanced training courses, so far 102 lecturers have registered to attend courses from 2025, 116 from 2026, and 184 lecturers have registered to attend courses in 2027.
According to Mr. Hoan, the purpose of reviewing and registering lecturers to study for a PhD is to improve the quality and professional qualifications in the management and teaching of the teaching staff; to meet the conditions and standards of a universityeducation institution according to the circular. Currently, the proportion of lecturers with a PhD degree or higher at the school is about 38% of the total number of lecturers in the school. In addition to increasing the proportion of lecturers with a PhD degree from the existing teaching staff, Ho Chi Minh City University of Industry and Trade also has a policy of attracting PhDs from outside to work at the school. In 2023, there will be 21 PhDs and 2 Associate Professors working at the school.
At other universities, the increase in the proportion of lecturers with PhD degrees is also being promoted. At the University of Finance and Marketing, as of November 20, the proportion of lecturers with PhD degrees is currently 30%, with the target of 55% by 2027. To achieve the above goal, on the one hand, the school requires lecturers with a Master's degree under 45 years old to study for a PhD in the next 3 years. In addition, the school also increases the recruitment of lecturers with PhD degrees from outside to work at the school.
Ho Chi Minh City University of Industry currently has 38% of lecturers with PhD degrees, the target by 2025 is 40% by improving the qualifications of on-site lecturers and those from outside the school. Ho Chi Minh City University of Banking increases from 20 to 35 lecturers with PhD, Associate Professor, and Professor degrees each year from on-site lecturers and those from outside. Currently, the percentage of lecturers with PhD degrees is 55.5%, the school aims to increase this percentage to 80% by 2026.
Universities have many attractive policies to attract lecturers with academic titles and degrees.
Many incentive policies
Many universities in Ho Chi Minh City said that when implementing full autonomy, the school will have additional sources of income and policies to increase income for lecturers as well as attract highly qualified lecturers from outside to the school.
Associate Professor Dr. Nguyen Duc Trung, Principal of Banking University of Ho Chi Minh City, said that in addition to the domestic PhD-qualified lecturers, the school is now paying attention to leading Vietnamese lecturers and scientists who are teaching and researching abroad, especially in the UK and Australia. These two countries have strict policies on accepting international students, so universities there are at risk of having a surplus of lecturers. If they return to teach at the school, the salary of this force is about 1,000 - 1,200 USD/month, equivalent to half of what they receive abroad (after tax deduction).
At Ho Chi Minh City University of Industry and Trade, to create conditions for lecturers to study for a PhD, the school has reduced 50% of teaching hours and exempted 100% of tuition fees for PhDs; the school has also issued preferential policies to attract PhDs to work at the school. Accordingly, each PhD will receive 100 million VND, those with the title of Associate Professor will receive 150 million VND, Professors will receive 200 million VND... these policies have been effective. To increase the proportion of lecturers with a PhD degree, the school has had preferential policies to increase income for lecturers. In addition to salary, lecturers also receive monthly welfare allowances and income according to job position, academic title - degree.
The University of Finance and Marketing also issued many policies to support lecturers to improve their qualifications as well as attract them from outside. Associate Professor, Dr. Pham Tien Dat, the school's principal, said that for lecturers who are Masters studying for a PhD, the school will pay all tuition and travel expenses (if studying outside of Ho Chi Minh City), each semester they will only teach 1-2 classes and receive full salary and other income. When they have a PhD, lecturers will receive an additional 60 million VND if they are trained domestically, and 100 million VND if they are trained abroad. Lecturers with the title of Associate Professor will be awarded 300 million VND, and those with the title of Professor will be awarded 400 million VND (under 50 years old); the policy to attract PhDs, Associate Professors, and Professors from outside the school is similar.
Must have good financial potential
According to Associate Professor Dr. Nguyen Duc Trung, in order to retain and attract lecturers with PhD degrees, the school is committed to providing a professional, dynamic and fully equipped working environment. In addition to competitive salaries, the school also offers many attractive incentive policies. The school always creates conditions for lecturers to maximize their creativity and contribute to the overall development of the school.
The Principal of Banking University of Ho Chi Minh City said that in order to maintain and develop a highly qualified teaching staff, the school must have good financial potential.
Associate Professor Dr. Nguyen Xuan Hoan also said that when the proportion of lecturers with PhD degrees, professor and associate professor titles increases, the salary fund must also increase. This creates a lot of pressure, but the school must find ways to ensure that the income for lecturers and scientific researchers is increasingly better.
