(Chinhphu.vn) - By the end of 2025, the whole country will have opened to traffic 3,188 km of expressways (including the completion of main routes, service roads and residential roads). In particular, if including intersections and junctions, by the end of 2025, the whole country will have completed at least 3,513 km of expressways along with 1,701 km of coastal roads.

On the morning of December 6, Prime Minister Pham Minh Chinh chaired the regular Government meeting for November 2025 with a discussion agenda on many important contents.

At the meeting, reporting to the Prime Minister on overcoming the landslide situation on national highways and expressways after floods, Minister of Construction Tran Hong Minh said that on national highways that have been decentralized to local management, there are still 8 locations that have not been opened to traffic (5 locations on National Highway 27C, 1 location on National Highway 27 in Khanh Hoa province; 1 location on National Highway 20 in Lam Dong province) and 1 new location on National Highway 28 in Lam Dong province due to heavy rain on December 3. Currently, road forces are trying to overcome the situation to open traffic as soon as possible.

In some locations on the Van Phong-Chi Thanh expressway, heavy rain and floods have caused serious landslides and broken roadbeds. The Ministry of Construction has requested units to focus on repairing them to complete this expressway before December 30.

Completed 3,188 km of highway

"With the expressway projects preparing to open to traffic on December 19, the Ministry of Construction has organized 22 inspection teams led by Deputy Ministers to directly supervise each project, ensuring that the progress of the projects is strictly controlled. By the end of 2025, 3,188 km of expressway will be opened to traffic (including the completion of main routes, service roads and residential roads).

In particular, if including intersections and crossroads, by the end of 2025, the whole country will have completed at least 3,513 km of expressways along with 1,701 km of coastal roads. This result is higher than the target requested by the Prime Minister in the spirit of Resolution 50/NQ-CP dated May 20, 2021 (putting into operation at least 3,000 km of expressways and about 1,700 km of coastal roads in 2025)", the Minister informed.

Regarding the preparation for the groundbreaking of a series of large-scale projects on December 19, the Ministry of Construction has compiled reports from localities. Up to now, 34 provinces/cities and ministries and branches have registered 239 projects to start construction and inaugurate on this occasion (152 projects started construction, 87 projects inaugurated). The total investment value of these projects is about VND 1,240,537 billion, of which the state budget capital participation is VND 545.2 trillion (44%).

The Minister also added that if Hanoi City registers two more very large projects under the direction of the Prime Minister, the Olympic Sports Urban Subdivision Project and the Red River Landscape Avenue Axis Project on December 19, the total value of the projects starting construction/inaugurating will be more than 2 million billion VND.

Reporting to the Prime Minister on component project 1 of the Lao Cai - Hanoi - Hai Phong railway construction, Minister Tran Hong Minh affirmed: The Ministry of Construction has closely coordinated with the drastic participation of localities in site clearance work to ensure that the important Lao Cai - Hanoi - Hai Phong railway project is ready to start construction on December 19.

Complete the target of 100,000 social housing units

Regarding the completion of the target of 100,000 social housing units in 2025, Minister of Construction Tran Hong Minh also said: By the end of November, the whole country had completed 82,647/100,000 social housing units and it is expected that by the end of December 2025, the whole country will have 102,146 social housing units, reaching 102% of the assigned plan.

At the meeting, the Prime Minister asked the Minister of Construction to answer the question of "whether people can buy completed houses or not" as well as the situation of "brokers" and price increases for social housing that have been reported by the press recently.

Reporting to the head of the Government, Minister Tran Hong Minh affirmed that immediately after the Prime Minister's directive, the Ministry of Construction and localities have simultaneously taken action to rectify the situation of "brokers" in the purchase of social housing. Currently, all social housing projects that are eligible for sale are traded publicly and transparently on the internet and comply with legal regulations.
