Investment in social housing construction
Implementing Decision No. 338/QD-TTg dated April 3, 2023 of the Prime Minister on approving the Project "Investing in the construction of at least 1 million social housing apartments for low-income people and industrial park workers in the period of 2021-2030", Da Nang city allocates land funds, allocates many investment resources, and calls for investment in the construction of a series of social housing projects and works for people.
According to the Department of Construction, in the 2021-2024 period, the city has implemented 11 projects with 8,771 apartments. Of which, 4 projects with 3,445 apartments have been completed and put into use, 4 projects with 1,807 apartments are under construction; the selection of investors has been completed and investment procedures for construction of 3 projects with 3,519 apartments are being carried out.
After more than a year of living in a social housing apartment in the Bau Tram Lakeside Green Urban Area (Lien Chieu District), the family of Ms. Tran Thi Thu Thao (38 years old) is happy to escape the cramped and hot rented house. With an average income of a worker, Ms. Thao did not dare to think about owning a house until she had access to social housing. "Thanks to the reasonable selling price and the policy of linking with banks for long-term loans with preferential interest rates, my husband and I were able to buy social housing to settle down and start a business," Ms. Thao said.
On February 27, 2025, the Prime Minister issued Decision No. 444/QD-TTg assigning targets for completing social housing in 2025 and the following years until 2030 for localities to add to their socio-economic development targets. Accordingly, Da Nang city needs to complete 9,355 apartments in the 2025-2030 period, of which: 1,500 in 2025, 1,600 in 2026, 1,500 in 2027, 1,500 in 2028, 1,600 in 2029, and 1,655 in 2030.
The Department of Construction said that in 2025, it will complete 4 projects with 1,807 apartments; complete procedures to start construction of 3 projects with 3,519 apartments, and implement the decision to approve the investment policy of 7 new projects with 4,629 apartments. With these 14 projects, the city will have 9,955 more apartments, ensuring the target assigned by the Prime Minister to be completed in the period of 2025-2030, contributing to solving the housing problem for low-income workers and workers, effectively implementing the "housing" program in the city.
Taking care of the meritorious and the disadvantaged
In order to improve the quality of social security, the city has implemented many specific policies outside of the central government's regulations. Typically, from 2024, the city will raise the social assistance standards, social assistance levels and expand the social protection beneficiaries.
Thanks to that, people from 75 to 80 years old, people with cancer, chronic kidney failure, and people on dialysis who do not have pensions or social insurance benefits; people with mild disabilities who are the third generation of resistance fighters exposed to toxic chemicals receive monthly benefits from 1-1.5 times the standard social assistance level, are granted health insurance cards, and are supported with funeral expenses equal to 20 times the standard social assistance level.
To date, the city has nearly 43,000 social protection beneficiaries receiving monthly subsidies with a total budget of more than VND 270 billion. Since the 2020-2021 school year, the city has continuously exempted tuition fees for preschool children and students of public and non-public schools (except schools with foreign investment), with a total amount of more than VND 625.7 billion, contributing to good care for social security.
Implementing the program to eliminate temporary and degraded houses in 2025, while the Government stipulates a general support level for all subjects of 60 million VND/newly built house, 30 million VND/repaired house, the city has a higher support level. Specifically, for households with meritorious services, the support is 100 million VND/newly built house, 40 million VND/repaired house; for poor and near-poor households, the support is 80 million VND/newly built house, 30 million VND/repaired house.
In particular, Da Nang is also the first locality in the country to have a project to build social housing complexes for families of people with meritorious services to the revolution who have difficulty in housing in the period of 2020-2025, with the goal of building 400 apartments for people with meritorious services, with a total investment of 400 billion VND. Recently, the city posted a sign of completion of an apartment building for people with meritorious services to the revolution on Vu Mong Nguyen Street (Ngu Hanh Son District) with 209 apartments.
In phase 2 (2023-2025), the city will continue to invest in building a number of apartments in Hai Chau or Thanh Khe districts. Phase 3 (2024-2025), invest in building the remaining apartments on Truong Vinh Ky Street (Hoa Chau Commune, Hoa Vang District), contributing to solving housing problems for people with meritorious services.
The city leader said that in the coming time, he will continue to direct relevant agencies and units to review and amend a number of specific policies of the city to improve the living standards of people with revolutionary contributions and disadvantaged groups in the city, such as: increasing the level of land use fee support for people with revolutionary contributions and relatives of martyrs when clearing and arranging resettlement land; increasing the level of emergency hardship allowance for people with revolutionary contributions who have serious illnesses or are in difficult circumstances; continuing to support the repair and construction of new houses for people with revolutionary contributions and relatives of martyrs, contributing to improving the living standards and quality of life for people, and taking care of social security better and better.
