Da Nang: The "Golden Key" to a Breakthrough in the Digital Economy

The task of building and developing a team of intellectuals is one of the "key" tasks to realize the development goals of Da Nang city.

Following the merger and reorganization of its urban space, Da Nang City now has many new opportunities and room for development. The city has set a target of increasing the proportion of the digital economy to 35-40% of the city's GRDP by 2030, higher than the national average. In this context, building and developing a skilled workforce is one of the key tasks to realize Da Nang City's development goals.

Enhance training and attract talent.

According to Vo Cong Tri, Chairman of the Union of Science and Technology Associations of Da Nang City, Da Nang is considered one of the leading "university cities" in the country, with 19 universities and higher education institutions, and a ratio of nearly 800 students per 10,000 inhabitants. The city also boasts a highly qualified workforce of officials and civil servants, with nearly 80% holding university degrees or higher, including nearly 100 PhDs and 3,804 Master's degree holders.

Currently, the city has 64 science and technology organizations and 11 representative offices and branches operating effectively, contributing to promoting the innovation ecosystem...

Mr. Vo Cong Tri argued that, in the new context, highly skilled human resources are a "key" factor, and the development of human resource strategies must be based on strong innovation and high responsibility from the entire political system. Da Nang needs to shift its mindset from "administrative personnel management" to "management of intellectual capital."

The city needs to train highly specialized talent, implement outstanding talent attraction policies, and focus on strategic areas such as semiconductor chip design, artificial intelligence, biotechnology, finance, and marine economy.

Professor, Dr. Bui Van Ga (former Deputy Minister of Education and Training) believes that to attract talent in high technology, Da Nang cannot win solely on salary or benefits, but needs to win on the quality of its living environment, creative environment, and specific incentive mechanisms.

Da Nang needs to study the establishment of a talent fund with a flexible operating mechanism, similar to what Singapore did in the 1980s; at the same time, it needs to approach talent acquisition through rotation rather than retention, allowing talented individuals to interact with the world and continuously update their knowledge.

Most importantly, the city needs to orient its training according to the National Strategic Technology Catalogue. In particular, Da Nang needs to review and prioritize industries aligned with the city's development direction, such as semiconductor integrated circuit design, artificial intelligence, cybersecurity, and marine technology. If Da Nang trains 500-1,000 high-quality integrated circuit design engineers each year, within the next five years, the city will become the second largest semiconductor integrated circuit center in Vietnam, after Ho Chi Minh City.

Promoting the development of the digital economy.

Dr. Nguyen Quang Thanh (Vice President of the Vietnam Informatics Association) believes that Da Nang's digital economy is playing an increasingly crucial role in socio-economic development. This is especially true given the city's specific policies promoting core digital economic sectors such as software, semiconductors, digital assets, digital finance, and digital infrastructure.

To boost the development of the digital economy, according to Dr. Nguyen Quang Thanh, Da Nang needs to develop digital payments and popularize digital finance to promote financial inclusion; attract investment in national-level (with a capacity of approximately 100MW) and international-level (with a capacity of approximately 140MW) data center clusters; develop clean energy for the digital technology industry; and select strategic technologies and products of the city that are consistent with the list of 11 strategic technology groups issued by the Government...

Associate Professor, Dr. Nguyen Gia Nhu (Rector of the University of Computer Science - Duy Tan University) believes that Da Nang could position itself as the digital economic center of Vietnam in the future. The city needs to develop an innovation ecosystem based on a model linking: the State, universities, investors, businesses, and the community. In particular, Da Nang needs a mechanism for commissioning innovation from the public sector.

The city could publish "open problems" such as reducing traffic congestion, predicting floods, and supporting administrative procedures, allowing universities, startups, and technology companies to propose solutions and create prototypes. These solutions would help address practical issues and create future "made in Da Nang" technology products.

According to Le Tri Thanh, Chairman of the Vietnam Fatherland Front Committee of Da Nang City, the city has always recognized intellectuals, scientists, and experts as a particularly important resource; a pioneering force in research, policy consultation, training high-quality human resources, and promoting innovation. The city's current achievements are largely due to the significant contributions of its scientific and technological intellectual workforce.

In response to the demands of development in the new era, Da Nang needs new ways of thinking, new approaches, and more groundbreaking solutions to create new growth drivers, enhance competitiveness, and achieve rapid and sustainable development.

Therefore, the city always acknowledges the contributions of experts and scientists in developing key areas such as: science and technology development and innovation; digital transformation; development of high-quality human resources; building smart and ecological cities; mechanisms for attracting talent; promoting the role of intellectuals in critiquing and advising on city development policies.../.
