With its outstanding achievements in recent years, Da Nang city has gradually established itself as one of the most attractive destinations for investors and tourists. The investment environment has been undergoing a transformation, becoming increasingly transparent and efficient. This transformation includes extensive administrative reforms combined with a focus on listening to and supporting businesses, thereby strengthening investors' confidence in the city government.
Furthermore, the diversified and flexible investment promotion strategy implemented in recent years has not only opened up opportunities for cooperation with international investors but also encouraged domestic capital to focus on key sectors, creating momentum for sustainable breakthroughs. In the first 11 months of 2025, total domestic investment in Da Nang reached VND 209,783 billion, including 90 newly licensed projects; foreign investment attraction continued its growth momentum with total foreign investment reaching USD 502.9 million, including 118 newly licensed projects with a total registered capital of USD 276 million.
In the context of today's digital and green economy , investors, both large and small, no longer rely on vague commitments, but rather on quantifiable commitments ranging from implementation timelines, workforce size, infrastructure investment, policy frameworks, and digital data repositories to internet speed and bandwidth.
According to Associate Professor, Dr. Dang Tung Lam, Editor-in-Chief of the Journal of Economic Science (Da Nang University), Da Nang city has been entrusted with a special mission as one of the two locations for Vietnam's International Financial Center, focusing on innovation, "but to turn this vision into reality, Da Nang needs to establish market mechanisms that are attractive enough to international investors and build confidence within the business community."
Policies must be implemented quickly.
Amidst the vibrant economic pulse of Da Nang in recent times, the spirit of innovative entrepreneurship has spread to every corner of socio-economic life, from farms and entrepreneurial cultural spaces in localities to lecture halls, laboratories, and scientific and technological communities. Regarding the development of the innovative startup ecosystem, the Party Committee and the city government have continuously emphasized their role in creating and leading it. As a result, Da Nang's innovative startup ecosystem has now fully formed its components and developed strongly with many outstanding achievements.
Da Nang is one of the pioneering and exemplary cities in digital transformation in Vietnam, consistently ranking among the top cities nationwide for many years across all three pillars: digital government, digital economy, and digital society. In October 2025, Da Nang was honored by the Ministry of Science and Technology as a "Typical City in Digital Transformation for the period 2020-2024".
Da Nang is one of the pioneering and exemplary cities in digital transformation in Vietnam, consistently ranking among the top cities nationwide for many years across all three pillars: digital government, digital economy, and digital society. In October 2025, Da Nang was honored by the Ministry of Science and Technology as a "Typical City in Digital Transformation for the period 2020-2024".
As one of the few localities that issued early and relatively comprehensive programs and plans on digital transformation and smart city development, Da Nang has created an attractive investment environment for digital technology businesses in the fields of semiconductors, artificial intelligence (AI), blockchain, etc., by connecting resources from digital infrastructure and digital human resources to specific mechanisms and policies of the central and local governments such as: income tax incentives, encouragement of innovation, controlled testing, etc.
However, despite policies that have "listened" to the aspirations and dedication of innovative startups, the "lag" in the implementation of these policies remains a major obstacle, causing policies for the development of science, technology, and innovative startups to lack consistency and fail to deeply permeate innovative startup activities in the city.
From the perspective of a leading AI enterprise directly implementing solutions in practice, Le Ngoc Tri, Director of EM&AI Joint Stock Company, believes that, in addition to very clear opportunities, there is currently an urgent and systematic need to remove barriers related to data and data sharing mechanisms; barriers related to testing and public procurement mechanisms; barriers related to financial resources and growth support; barriers related to ecosystem linkages; and barriers related to the full implementation of AI in processing and supporting public services.
According to Ho Quang Buu, Vice Chairman of the Da Nang City People's Committee, to meet the development requirements of the new phase, the city is facing major tasks, with three key projects including: Developing science and technology in Da Nang City in the period 2026-2030; Building Da Nang into an international innovation center in the period 2026-2030; and Digital transformation and smart city development in Da Nang City, aiming to achieve regional prominence by 2030.
“These are all large, difficult projects with very high requirements, stemming from the directives and expectations of the Central Government. But we believe that, despite the significant challenges, this is also a great opportunity for Da Nang to transform itself strongly. The issue is that the city must implement them synchronously, decisively, and faster; otherwise, it will be difficult to meet the expectations of the Central Government and the city itself,” said Mr. Ho Quang Buu.
