Da Nang holds firefighting and rescue drills at the city's administrative center

On the afternoon of December 5, the People's Committee of Da Nang City organized a fire prevention and fighting and rescue drill (PCCC and CNCH) at the City Administration Center building (Hai Chau ward).

The drill aims to improve the readiness to respond, handle and closely coordinate in organizing fire prevention and rescue of agencies and units working at the City Administration Center Building and the working houses of Project Management Boards and affiliated public service units. Promote the core role of the forces in participating in fire prevention and rescue activities.

Through the drills, units, civil servants, public employees and workers gain more experience in fire prevention and rescue work. At the same time, evaluate the features, effects and actual effectiveness of fire fighting equipment, communication and logistics for fire prevention and rescue provided in the building.

Improve the command and management capacity of fire prevention and fighting and search and rescue of on-site forces, the ability to coordinate with relevant authorities to contribute to resolving possible situations, contributing to ensuring security, order and safety in the building.

Speaking at the drill, Deputy Chief of Office of Da Nang City People's Committee Dinh Quang Cuong said that this year's drill was assessed to be more complicated than previous years. Relevant forces were present to deploy the hypothetical scenarios that were developed and approved with the coordination of the City Police.

“Even though it is a drill, all participating forces must carry out the exercise with a serious spirit and proactive attitude as in a real situation to ensure the highest efficiency. All officers, employees and coordinating forces participating in the drill must strictly follow the procedures and perform their tasks responsibly. The Building Management Board closely monitors the exercise process, evaluates the effectiveness of coordination and draws lessons for training sessions in the coming years,” Deputy Chief of Office of the City People’s Committee Dinh Quang Cuong requested.

The hypothetical situation occurred at 3:30 p.m. on December 5, on the 14th floor (office of the Department of Construction), the City Administrative Center had an electrical short circuit, causing a fire in the electrical wiring system of the sound system in the meeting room.

At the time of the fire, most of the civil servants, public employees and workers on the 14th floor were on business trips outside, only about 8 people were working. However, no one was near the area where the fire broke out, so the discovery was delayed.

The fire quickly spread to the surrounding area due to the presence of many flammable materials, the automatic fire alarm system activated and sent a signal to the fire alarm center. If not handled promptly, the fire could engulf the 14th floor and spread to the 13th and 15th floors, causing a complicated and dangerous situation.

The fire broke out during working hours, when there were about 1,200 people in the building, including officials, civil servants, employees, workers and visitors coming to contact work. A large amount of smoke and combustion products escaped, making it difficult for the evacuation process as well as fire fighting and rescue work.

As soon as the fire was detected, the building's fire prevention and rescue force raised the alarm, guided 1,180 people to evacuate, and moved more than 10 boxes of property to a safe area.

During the escape, 15 people tripped and fell, causing injuries that prevented them from moving; 5 others were affected by smoke and toxic gas and could only escape to the 4th floor balcony to avoid the accident, unable to continue down to the 1st floor.

Upon receiving the news, the Fire Prevention and Rescue Police Department, City Police dispatched many fire trucks, rescue vehicles... along with many officers and soldiers to the scene. The force quickly approached the fire, rescued trapped people, and deployed a team to put out the fire on the 14th floor.

After about 10 minutes, the simulated fire was extinguished, all victims were taken to safety and transferred to the receiving medical team.

Previously, the People's Committee of Da Nang city also organized propaganda on knowledge of fire prevention and fighting and search and rescue for officials, civil servants, public employees and workers working at the city's administrative center.
