Speaking at the Government's online conference with localities on the economic growth scenario for 2025 and tasks and solutions to achieve the growth target for 2025, the leader of Da Nang City proposed a series of major solutions to achieve the growth target.
According to Chairman of Da Nang City Luong Nguyen Minh Triet, to achieve the target of GRDP growth of 10.88%/year by 2030 and become the region's marine economic center, Da Nang needs a strong "push" and a new growth model.
Accordingly, the Urban Development Project at Sea will create a completely new economic space, planned synchronously to become an international financial center, free trade (TMTD), high technology and innovation.
Da Nang City believes that the development and implementation of the Pilot Project of a number of specific mechanisms and policies for the development of national dynamic urban areas at sea in Da Nang will be a strategic breakthrough, bringing great benefits to the city, the region and the whole country.

Therefore, Da Nang recommends that the Ministry of Finance pay attention, support, and unify policies for the City to deploy the pilot project of a number of specific mechanisms and policies for the development of national dynamic urban areas at sea in Da Nang.
The goal is to become a regional center for maritime economy, finance, free trade, innovation and modern smart urban areas, with sustainable development and international integration.
Regarding the Free Trade Zone, Da Nang City proposes that the Central Government allow the City People's Council to decide on the application of mechanisms and policies similar to Hai Phong Free Trade Zone to Da Nang Free Trade Zone.
Regarding the implementation of Resolution No. 222/2025/QH15 of the National Assembly on the International Financial Center in Vietnam, Da Nang City proposed that the Prime Minister direct the development and consultation on the promulgation of a Decree guiding the establishment of an International Financial Center in Da Nang City, and a Decree guiding financial policies in the International Financial Center in Vietnam.
It specifies in detail the priority sectors and fields to ensure the promotion of the potential and advantages of Da Nang city.
At the same time, consider and decentralize to the City, the Executive Agency of the International Financial Center to decide in detail on the criteria, selection conditions, scope of application and procedures for registration, appraisal and licensing to conduct controlled testing (sandbox).
In addition, it is allowed to establish specialized trading floors and trading platforms such as digital assets, digital currencies, and stock exchanges for innovative enterprises, science and technology enterprises, etc. at the Vietnam International Financial Center in Da Nang city.
