Da Nang hopes SECO (Switzerland) will support many sustainable development programs and projects.

Deputy Secretary of the City Party Committee Ngo Xuan Thang thanked SECO for its warm welcome and support for Da Nang's projects; and introduced the city's potential, socio- economic development situation and development orientation.

Currently, Da Nang is implementing the Local Public Finance Reform Technical Assistance Program (2022 - 2026) funded by the World Bank (WB) and SECO.

After more than two years of implementation, the program has achieved many outstanding results: completing the budget revenue and expenditure analysis report for the period 2016 - 2023; researching tourist accommodation fees; issuing the Medium-Term Expenditure Framework Handbook; training for more than 100 officials; developing the Public Investment Project Appraisal Handbook for pilot application in two traffic - drainage projects; developing the GIS-integrated Public Housing Management Application and water supply and drainage data strategy.

Activities are effectively supported by WB and SECO capital, creating practical and highly applicable products.

The Deputy Secretary of the City Party Committee hopes that SECO will continue to implement similar technical assistance projects for Da Nang.

At the working session, the two sides discussed a number of key cooperation programs.

Currently, the city has projects with WB loans such as: Danang Priority Infrastructure Investment Project (2008 - 2013) with a total investment of 252.3 million USD, of which IDA loan capital is 182.4 million USD; Danang Sustainable Development Project with a total investment capital of 272.135 million USD, ODA capital of 202.435 million USD.

These two projects bring great investment efficiency, not only improving technical infrastructure, environment, urban traffic but also enhancing management capacity, promoting sustainable development, contributing to improving people's lives and building the foundation towards a modern, comprehensive, environmental urban area.

ODA capital is used effectively, focusing on key projects, contributing to changing the urban landscape.

Currently, Da Nang is implementing the Quang Nam Province (now Da Nang) Adaptive Integrated Development Project with a total investment of VND 2,722.7 billion, of which ODA loans account for 67.5%, to address the challenges of flood drainage, traffic connectivity and create a foundation for sustainable development.

In addition, technical assistance programs funded by the World Bank continue to be effective, such as the public finance reform technical assistance program (2022 - 2026) worth CHF 3 million; the Da Nang - World Bank Joint Working Group (DWG) established in October 2022, aiming at comprehensive, long-term and sustainable cooperation.

City leaders said that after the merger, Da Nang still has many difficult areas that need large resources for infrastructure, environment, climate change response and sustainable urban areas.

The city hopes that SECO and the WB will continue to support projects on digital transformation, climate change adaptation, improving urban management capacity and public finance reform.

SECO representative highly appreciated the efforts of Da Nang city in effectively implementing ODA programs and projects in recent times, and affirmed that they will continue to accompany the city in the development process.

The two sides agreed to increase information sharing and closely coordinate in preparing and implementing new cooperation programs, contributing to helping Da Nang promote its role as a dynamic central urban area of the Central Highlands region, towards the goal of becoming a "livable city", with sustainable development and international integration.
