On the morning of December 21, at the Government headquarters, Prime Minister Pham Minh Chinh, Head of the Steering Committee for the implementation of Resolution No. 136/2024/QH15 dated June 26, 2024 of the National Assembly on the organization of urban government and piloting a number of specific mechanisms and policies for the development of Da Nang City, chaired the first meeting of the Steering Committee. In his concluding remarks, the Prime Minister said that for the country to develop, localities must develop, each locality must maximize its distinct potential, outstanding opportunities, and competitive advantages. In particular, Da Nang has a glorious cultural and historical tradition, a tradition of innovation and creativity, and is a pioneer in breakthrough development, in building mechanisms, policies, organizing the apparatus, and improving the investment and business environment. However, Da Nang has not yet developed as expected, and has not fully exploited its distinct potential, outstanding opportunities, and competitive advantages. Therefore, Da Nang must make more efforts, and ministries and localities must actively care and support Da Nang more. Da Nang's breakthrough will lead to the development of the entire Central and Central Highlands regions.

Regarding the orientation for the coming time, the Prime Minister said that Vietnam will build a free trade nation, thereby contributing to renewing the three traditional growth drivers and promoting new growth drivers. The Prime Minister stated that in implementing this orientation, Da Nang plays an important role, "leading the way", conducting a pilot with a bold spirit, as long as it protects independence, sovereignty , unity and territorial integrity. Along with that, Da Nang must achieve double-digit growth in the coming years. Regarding the key tasks and solutions for the coming time, the Prime Minister requested Da Nang to uphold the spirit of responsibility, be proactive, promote the role of the leader in leading, directing and organizing implementation; regularly review, urge, promptly detect and remove difficulties and obstacles arising under its authority. Urgently institutionalize and fully promulgate legal documents as a basis for implementing Resolution No. 136/2024/QH15. Regarding the contents under its authority, Da Nang must do it, not wait, for example, arranging and organizing the apparatus. Emphasizing some more contents and tasks for Da Nang and ministries and branches, the Prime Minister requested that Da Nang's strategic infrastructure development be synchronous, smooth, fast-growing, green, convenient, modern and smart, especially to focus on effectively exploiting space, sea space and underground space. Second, research mechanisms and policies that are truly open, modern, suitable for world trends and the reality, conditions and circumstances of Vietnam and Da Nang. Third, further promote digital transformation in management, development and investment attraction, creating favorable conditions for people and businesses, especially research and development of artificial intelligence based on data on society, health, education, economy, security, national defense, resources, based on the cultural and historical traditions of Da Nang. "Database is a resource of Da Nang to develop artificial intelligence, cloud computing, and the Internet of Things," the Prime Minister emphasized. Fourth, Da Nang establishes an innovation and creativity center; builds a free trade center; builds an international and regional financial center.
