Previously, according to the reflection of the people of Nghi Dien commune, Nghi Loc district ( Nghe An ), on the morning of October 13, during the construction of the road "Upgrading the traffic route from National Highway 48E (old road 534) to Hung Dong (section Nghi Hoa - Nghi Van), Nghi Loc district" passing through the area, the construction unit broke the main water supply pipe of nearly 1,000 households here.
Immediately after the incident, the people repeatedly petitioned the commune authorities, and requested the construction unit to take timely remedial measures to have water for daily use. However, as of October 15 (ie after 3 days - PV), no unit or agency has taken responsibility and repaired the water for the people, causing their lives to fall into a miserable situation, with a serious lack of water for daily use...
After public feedback, on October 16, 2023, Nghi Dien Commune People's Committee issued Report No. 187/BC-UBND on the construction status of the Nghi Hoa - Nghi Van inter-commune road.
The above report clearly states: After many petitions from the people of Nghi Dien commune, the People's Committee of Nghi Loc district invested in the construction of the traffic route project from Nghi Hoa - Nghi Van passing through Nghi Dien commune. In early July 2023, the groundbreaking ceremony was held. Up to now, in Nghi Dien, the project has completed the section from Nghi Hoa commune to the gate of Tan Yen parish church with a length of about 1.5km.
The section from Tan Yen church to Dong Co bridge is under construction of a ditch system on both sides of the road. During the ditch construction process, because a clean water pipe system was previously installed along the inter-commune road (to the east) with a pipe length of 600m, the construction progress was slowed down because the construction process affected and damaged the domestic water pipes...
“Following the direction of the Commune People's Committee, the Water Supply Company has relocated the pipeline from Mr. Hung's garden to Mrs. Thao's garden. To ensure that people can travel and facilitate the relocation process, the Company has relocated the pipeline in sections combined with the construction of ditches to return the land to the people before constructing the next section.
On October 13, 2023, the construction reached Mr. Tung's garden and the pipeline was damaged. On October 16, 2023, the Company purchased equipment to complete the repair and supplied water to the people. Currently, there are 300m of water pipes that need to be relocated for construction. The Commune People's Committee will direct the Anh Phap Water Supply Company to carry out the relocation work to return the site to the road and canal construction unit to ensure progress" - Report 187 of Nghi Dien Commune People's Committee stated.
Talking to reporters, Mr. Le Van Duc, Director of the Nghi Loc District Investment and Construction Project Management Board, said: Regarding the people's complaints about the road construction causing damage to the people's domestic water pipes, the Board, the contractor, the commune as well as the Water Supply Company focused on handling and fixing them for the people. The responsibility for site clearance of the project was previously assigned to the commune by the district, so the responsibility for this matter belongs to the commune.
According to Mr. Duc, regarding some shortcomings and signs of sloppy construction during the project's construction process, as the director of the Board, he will immediately inspect and rectify them. "Thank you for the press's feedback on this project. The Board's view is that wherever there are mistakes, we will direct inspection and correction," Mr. Duc concluded.
