Need to supplement regulations on reserve of special rescue vehicles
Presenting his opinion during the discussion, delegate Ha Sy Dong (Quang Tri) proposed stronger decentralization to localities in case of emergency.
He also proposed allowing the provincial People's Committee chairman to decide to temporarily export reserve goods within a certain limit, reporting to the Ministry of Finance within 24 hours.
At the same time, issue a threshold for quantifying food and rescue supplies that localities can decide on when there are large-scale storms, floods, landslides, and epidemics.
Along with that, he proposed adding new provisions on special national reserve vehicles for search and rescue.
He shared that the recent natural disasters showed a lack of specialized vehicles such as ships, rescue boats, high-chassis flood-proof vehicles, canoes, medical transport vehicles, and fire trucks.
He said that it is necessary to supplement regulations on the reserve of specialized rescue vehicles, with a specific list, technical standards, maintenance, rotation and quick mobilization mechanisms; at the same time, allowing the province to mobilize in extremely urgent situations, and reporting back later.
Delegate Duong Khac Mai (Lam Dong) said that in this revision, it is necessary to set out new requirements in the new period and new developments, especially strategic reserves.
He pointed out that the Law on National Defense Industry, Security and Industrial Mobilization also includes provisions on strategic reserves. This is a dual purpose to ensure that all activities run smoothly.
He agreed with the idea of national reserves and strategic reserves - these are very special items and needed in special conditions. He said that the armed forces should be assigned to take on this role.
"I see that the army does a very good job of stockpiling food, fuel, energy and other essential goods. Therefore, I highly approve of the issue of socialization, but strategic goods should be given priority to this force to ensure safety," Mr. Mai said.

Explaining later, Minister of Finance Nguyen Van Thang said that with the current traditional national reserve activities, the ministry has reviewed, adjusted and supplemented current laws to suit reality.
At the same time, decentralization and delegation of power should be strengthened, administrative procedures should be drastically cut, consistency with laws should be ensured, and maximum convenience should be created in implementation.
He gave an example of natural disasters and floods that occurred in many provinces, especially in the Central region, where the work of reserving goods, allocating reserve warehouses, and decentralizing and decentralizing distribution was implemented very well.
"The distribution work, especially essential equipment, food, and provisions, is delivered very quickly when there is a need in the locality," the Minister of Finance affirmed.
In addition to rice, according to Mr. Thang, specialized vehicles are directly directed by the Director of the Reserve Department to be issued to warehouses when requested by the locality, without having to ask for anyone's opinion.
He said that the reality is very complicated and no provision can cover it all.
"We have implemented the issuance and coordinated with the local authorities to deploy it as soon as needed. The process and procedures will be done later. However, the post-inspection process is also very good, from bidding, purchasing to issuance, there has been no scandal anywhere," Mr. Thang said.

Regarding the strategic reserve regulation, he emphasized that this is a very new and difficult issue, affecting many policies, laws, and sectoral and sectoral strategies that have been issued, and affecting many ministries, sectors, localities, and enterprises.
Therefore, the bill stipulates basic principles, defines the management mechanism and uses of strategic reserves, and assigns them to specialized management agencies for implementation.
The Law only regulates the contents under the authority of the National Assembly and assigns the Government to regulate each period in accordance with the actual situation.
Responding to the delegates' opinions, Minister Thang said it is necessary to define the boundary between national reserves and strategic reserves.
Reiterating the conclusion of the Politburo and the opinion of the General Secretary "not requiring the conversion of national reserves into strategic reserves", Minister Nguyen Van Thang said the bill has explained about national reserves.
Specifically, strategic reserves include national reserves. The Government has detailed policies on national reserves.
He said that when the Government issues a decree guiding the implementation of the law, it will specifically regulate the reserves of ministries, branches, localities, and enterprises and regulate reserve situations and emergency response, creating a legal corridor and reducing pressure on the state budget.
The bill defines criteria for strategic reserves including the goals of serving security, national defense and as a tool for market regulation.
