Delegate Bui Minh Tri suggested that Ho Chi Minh City review all BOT projects that are about to expire or that investors are not investing further. The budget can be used to buy back and then eliminate unreasonable toll stations.
Delegate Bui Minh Tri cited the BOT (build - operate - transfer) toll station for DT 747 road in Tan Uyen ward, which has only a few years left to collect tolls. Currently, the road is degraded, while the investor cannot expand or upgrade it. The delegate said that the existence of these toll stations will hinder the city's economic development and needs to be reviewed.

From the management practice in the export processing and industrial zones of Ho Chi Minh City, Deputy Bui Minh Tri also suggested that Ho Chi Minh City pay attention to planning, especially electricity planning. Many investors in the high-tech sector cannot invest because the demand for electricity is very large. Without synchronous planning, including energy, the city will lose the opportunity to attract investment.
Regarding BOT toll stations, Director of the Ho Chi Minh City Department of Construction Tran Quang Lam said that eliminating unreasonable toll stations is very necessary. Currently, the Ministry of Construction also has 8 projects in this situation, which are being studied for handling.

In Ho Chi Minh City, from National Highway 13 there is a road to Tan Van, previously there was a pioneering enterprise implementing but currently some procedures have not been completed. The city is researching and handling. According to the Director of the Department of Construction, current regulations, if upgrading and expanding from a national highway to an expressway, it is possible to buy back the toll station. However, for some specific projects such as DT 747 road (Tan Uyen ward), if toll collection ends early, it is necessary to study how to do it to ensure legal regulations.

Agreeing with delegates on the proposal to buy back and eliminate some unreasonable BOT toll stations, Chairman of the Ho Chi Minh City People's Council Vo Van Minh requested the Department of Construction to study and coordinate with relevant agencies on mechanisms and methods in accordance with legal regulations.
