On the afternoon of December 8, the National Assembly will discuss in the hall the draft Resolution of the National Assembly on the mechanism and policy for national energy development in the 2026-2030 period.
Solve many important problems
Previously, in the discussion session at the Group on the afternoon of December 4, in addition to the valuable suggestions to perfect the Resolution, many delegates highly appreciated the content and new breakthrough mechanisms, promptly removing major national energy projects to ensure energy security as well as socio-economic development goals in the coming time as well as the Power Plan VIII and Power Plan VIII adjustment.
Accordingly, delegate Nguyen Minh Duc - Ho Chi Minh City delegation affirmed that this is a breakthrough resolution, aiming to implement and concretize Resolution 70 of the Politburo on energy development in the coming period, while simultaneously solving a series of bottlenecks and bottlenecks in energy development that practice has shown over the years.
Through studying the draft, we found that the resolution has addressed many important issues: First , the resolution opens up a special mechanism for LNG, oil and gas and coal power. Notably, power projects including imported LNG enjoy special incentives, and at the same time, a minimum commitment on average capacity for many years is established, contributing to reducing risks for investors.

Second , the resolution has removed investment procedures, shortening implementation time. Oil, gas, coal and electricity projects are identified as important and urgent projects, not having to go through the usual investment approval procedures, creating conditions to speed up progress. This has been a major bottleneck that has slowed down a series of projects in the past.
Third , the resolution encourages the development of new sources and promotes socialization in the electricity sector: encourages private investment in transmission, generation, and retail; expands direct power purchase agreements (DPPA) for industrial parks, export processing zones, economic zones, etc. Thereby, creating more motivation to promote a competitive electricity market.
Fourth , the resolution aims to adjust planning and complete legal regulations in a synchronous manner. The draft reshapes the Power Plan, adjusts the oil and gas industry development plan, and at the same time creates a long-term legal framework for supply development. This shows that the resolution is not only a "firefighting" measure, but also demonstrates a strategic vision in the organization of national energy development.
If seriously implemented, the above contents will bring great efficiency, removing many barriers that the Government, press, business community and energy industry associations have reflected over the past time.
Additional sanctions for investors who register but do not implement
Giving comments at the group, delegate Tran Quoc Tuan (Vinh Long delegation) emphasized that the issuance of the Resolution will contribute to removing many institutional obstacles, especially in the development of offshore wind power - an energy source capable of contributing significantly to GDP growth and the goal of carbon neutrality by 2050.
Considering that the DPPA power purchase agreement has not yet met international standards, delegates recommended promptly completing the criteria for selecting investors by focusing on actual financial capacity, while establishing a maximum time frame for processing procedures, creating transparency and shortening the licensing process.

Delegate Vu Ngoc Long (Dong Nai delegation) stated that the energy sector is currently facing many legal and policy problems, especially related to 12 laws and another resolution such as the Planning Law, Investment Law, Bidding Law, Electricity Law, etc.
Delegate Vu Ngoc Long suggested considering "comprehensive removal and delegating more power to localities" and proposed: adding strong sanctions for investors who register but do not implement, causing waste of planning and quotas, affecting serious investors.
Highly appreciating many new breakthrough contents and mechanisms to promptly resolve major national energy projects to ensure energy security as well as socio-economic development goals in the coming time as well as the Power Plan VIII and Power Plan VIII adjustment, delegates suggested that it is necessary to soon issue the Resolution.
