On the morning of November 20, on Vietnamese Teachers' Day, National Assembly deputies discussed the draft Law on Teachers in the hall. This was the first time the draft law was brought to the National Assembly for consideration and discussion.

Delegate Do Huy Khanh (Dong Nai) expressed his high agreement and assessed that the Law on Teachers was built and promulgated as extremely necessary, in line with the reality as well as the policies of the Party and State in the current period, and could decentralize management as well as remove difficulties for theeducation sector.
Commenting on specific regulations, Mr. Khanh said that the prohibited acts in the bill include "forcing students to participate in extra classes in any form, paying amounts of money outside of the law...".
According to Mr. Khanh, this content still has many controversial opinions from National Assembly delegates and people of all walks of life. In which, people are divided into two main views, one supports allowing extra teaching , considering this a conditional business. The other direction, on the contrary, believes that extra teaching and learning should be banned.
Delegates suggested that after the Law on Teachers is passed, the Ministry of Education and Training should coordinate with ministries, especially the Ministry of Planning and Investment, to issue a circular to thoroughly consider this matter.
According to Mr. Khanh: "In fact, extra teaching and learning also has positive aspects. Not all teachers are bad, forcing students to take extra classes. There are parents who, due to work, cannot pick up their children at noon to take care of them, or work overtime and cannot pick up their children early, so they ask teachers to pick up their children to take care of them so that the parents can work with peace of mind. Delegate Chamaléa Thi Thuy (Ninh Thuan) agreed with Delegate Khanh's statement about extra classes.
According to Ms. Thuy: "We need to have a thorough understanding of extra teaching and learning to regulate appropriately, because in reality extra teaching is a real need of teachers and students, especially in urban areas and areas with developed economic conditions, the more families invest in children's education."
The female delegate said that not only students who do not study well need to take extra classes, but also students with good learning ability need to take extra classes to improve their knowledge, especially those who want to take entrance exams to specialized schools, excellent students at all levels, and top universities. The need to find good teachers for extra classes is always real.
"The idea that increasing salaries and policies for teachers has solved the problem of extra teaching is still subjective and not really suitable for real life," Ms. Thuy said.
Regarding policies for teachers, Ms. Thuy agrees with the principle that "education is a national policy in every stage of the country's development", so taking care of policies and honoring the team working in education needs to be focused on.
In recent times, some policies to support tuition fees and study costs for pedagogical students have been effective, attracting many excellent students to enter the pedagogical industry. The quality of pedagogical input is increasing, and the level of competition for pedagogical industry is also very fierce.
"In recent admission seasons, the days of rats running to the end of their cages to enter the teaching profession are over. The input to the teaching profession has been getting better and better, so in my opinion, the problem is the output," the delegate said, suggesting that there must be policies so that teachers can find jobs after graduation, make a living from their profession, and pursue their passion for their profession, which will increasingly attract talent.

Delegate Nguyen Van Canh (Binh Dinh) said that recently, there have been cases of parents assaulting teachers or students insulting teachers, which has affected the image of teachers and the nation's tradition of respecting teachers. Therefore, he proposed to add regulations on what parents and students are not allowed to do to teachers. When teachers exceed the permitted limits, parents and students are not allowed to resolve conflicts directly with teachers but must go through the school, the parent representative committee, and state agencies. Mr. Canh also proposed to add a regulation stating that teachers are not allowed to impart knowledge that they do not fully understand. In order for teachers to avoid this violation, it is also necessary to add to the bill on teachers' rights to refuse to teach content that has not been taught, trained, or fostered according to regulations.Tuoitre.vn
