National Assembly delegates propose strong attacks on high-tech crimes, counterfeit goods, and dirty food

(Chinhphu.vn) - National Assembly deputies said that the situation of high-tech crimes, production and trading of counterfeit goods, dirty food and many new violations in the cyber environment is becoming more complicated, requiring ministries and branches to deploy stronger and more substantial solutions.

The National Assembly held a plenary session in the Hall to listen to reports and inspection reports.

On the morning of December 9, continuing the working program, the National Assembly discussed in the hall the 2025 work reports of the Chief Justice of the Supreme People's Court and the Chief Prosecutor of the Supreme People's Procuracy ; reports on crime prevention and control and law violations; execution of judgments; corruption prevention and control; results of monitoring the settlement of voters' petitions sent to the 9th Session and the results of receiving citizens, handling petitions, resolving complaints and denunciations.

Not only acknowledging the efforts of judicial agencies over the past year, many National Assembly deputies also frankly pointed out newly emerging issues, requiring the system to have stronger and more practical solutions to meet the requirements of the situation.

Crime drops sharply but new challenges emerge

Speaking at the discussion session, delegate Nguyen Tuan Anh ( Dong Nai ) said that in 2025, crime prevention and control work achieved many important results thanks to the leadership of the Party, the drastic management of the Government and the efforts of agencies from the central to local levels.

According to the report, the total number of crimes against social order decreased by 12.18% compared to the same period; many major cases related to drugs, black credit, smuggling, corruption, economics, and positions were destroyed...

However, delegates warned of four groups of worrying issues, notably: High-tech crime is on the rise, with transnational scams run by subjects from abroad.

Crime among teenagers is on the rise, especially school violence, intentional injury, gambling, and online fraud.

Drug crimes, black credit, and organized crime continue to operate sophisticatedly; the number of illegal drug users increased by 28.34%.

Some inherent limitations of the prosecution agencies include delays in resolving crime reports, inadequacies in forensic examination and asset valuation; and even harassment and negativity.

Based on the above reality, delegates suggested that the Government and judicial agencies focus on five key tasks: Perfecting institutions for high-tech crimes; building a specialized force strong enough in both expertise and technology; standardizing the process of authenticating bank accounts and mobile subscribers; strengthening legal education in schools and controlling the online environment for children; improving the effectiveness of receiving and handling crime reports and denunciations, and protecting whistleblowers.

Delegate Nguyen Thi Thuy (Thai Nguyen) gave her opinion in the discussion.

Expressing her agreement with the report of the judicial agencies, delegate Nguyen Thi Thuy (Thai Nguyen) emphasized that this year's crime figures decreased by more than 19%, the deepest decrease in a decade.

She believes that what is more important than statistics is that people must feel safe and believe that crimes will be severely punished.

Delegate Nguyen Thi Thuy highly appreciated the Ministry of Public Security's guiding viewpoint in the fight against crime. That is, not only focusing on major cases but any behavior that is dangerous to society and causes disorder in social security must be strictly handled, demonstrated through the quick prosecution of many cases of hooliganism and violence that have caused public outrage, such as the assault on a delivery shipper in Hanoi, or the case of beating a driver and forcing him to kneel in the middle of the street in Nghe An.

Ms. Thuy also highly appreciated the peak attacks on counterfeit goods and crimes taking advantage of e-commerce, saying that this is a very effective deterrent measure.

However, a number of people are still worried about high-tech fraud, luring workers into “easy work, high salary” to bring people across the border, or producing and trading in counterfeit goods, fake food, and fake medicine. Delegates recommended that the Ministry of Public Security continue to maintain high-profile campaigns to suppress these types of crimes.

Meanwhile, delegate Duong Khac Mai (Lam Dong) mentioned in depth the violations in the fields of environment, resources and food safety.

He said that in many localities, management is still lax; the detection of violations is mainly based on periodic inspections, not keeping up with sophisticated methods. Many violations have been prolonged but have been slow to be handled, causing consequences for the ecological environment and people's health.

The situation of unsafe food production and trading remains complicated, especially during holidays and Tet, at wholesale markets, industrial parks, and residential areas.

Delegates suggested that the Government continue to have stronger, more drastic, synchronous and sustainable solutions to gradually control and effectively prevent violations of the law on environmental protection and people's health care, creating a foundation for sustainable development for the country in the coming period.

Corruption is still sophisticated, new tricks appear

Referring to the fight against corruption, negativity and waste, delegate To Van Tam (Quang Ngai) acknowledged the efforts and results in 2025.

However, according to him, the corruption situation is still complicated, corrupt behavior is increasingly sophisticated and tends to shift to new forms such as taking advantage of processes and procedures, deliberately complicating procedures causing intentional delays, creating interest groups, cover-ups, bribery, material fees, manipulating information and policies and petty corruption are still challenges in the work of preventing and combating corruption, waste and negativity.

On the other hand, internal self-inspection is still not strong, and violations have not been detected in a timely manner. The role of some social organizations in social supervision of the prevention and fight against corruption, waste and negativity has not been fully exploited.

To continue to promote the work of preventing and combating corruption, delegates recommended focusing on solutions such as: Continuing to tighten regulations on transparency of assets and income, improving the effectiveness of verifying unclear assets and assets of unclear origin. Promoting digital transformation, expanding online public services, applying artificial intelligence in monitoring and warning of corruption risks.

At the same time, publicize information related to public investment and public finance for people to easily follow. Encourage people to reflect and denounce through safe channels, enhance the role of the press and social organizations in participating in monitoring and reflecting corruption and negativity.

Delegate Tran Thi Thu Hang (Lam Dong) highly appreciated the draft report on the results of receiving citizens, handling petitions and supervising the settlement of complaints and denunciations in 2025. Of the 226 complicated and prolonged complaints and denunciations, 203 cases have been reviewed and resolved, reaching 89.8%; only 16 cases with policy problems need to be further resolved.

Delegates commented that this result shows the great efforts of the Government Inspectorate, ministries, branches and localities under the strong direction of the Government and close supervision of the National Assembly Standing Committee.

The delegates recommended continuing to pay attention to resolving the remaining cases; strengthening monitoring and supervision of the implementation of the conclusions. At the same time, they requested to report on additional objective reasons affecting the reception of citizens by National Assembly delegates during the session, as well as clarifying the differences in the application of the law in localities, causing a delay in processing time.
