National Assembly delegates named many voters' petitions that have not been completely resolved.

Speaking at the plenary session of the National Assembly on the morning of December 9, Deputy Nguyen Tam Hung (HCMC) affirmed that when voters' petitions are thoroughly resolved, social trust will be strengthened, creating the most sustainable foundation for the regime.

Deputy Nguyen Tam Hung highly appreciated the fact that the authorities have resolved 1,433/1,472 petitions sent by voters to the 9th session of the 15th National Assembly, reaching a rate of 97.4%. This is a great effort and a strong signal to strengthen voters' trust in the operation of the State apparatus. However, in order for the work of resolving voters' petitions to create substantial changes in people's lives, the Deputy said that there is still much work to be done. According to him, reality shows that there are petitions that have been answered in accordance with regulations but have not yet resolved the bottlenecks in life, leading to voters having to make petitions many times.

“What people expect is not only a complete legal answer, but also solutions that are applicable to their lives and have a specific impact on their legitimate rights. Therefore, in the coming time, I suggest considering and paying special attention not only to “responding to petitions”, but also to “resolving petitions” in a substantive manner, measured by practical effectiveness”, Deputy Nguyen Tam Hung stated. The proof is that there are groups of petitions that have been repeated by people in many meetings even though they have received responses from central ministries and branches.

Throughout recent voter contact activities, it can be seen that the general expectations of voters nationwide focus on essential issues of people's livelihood and social security, including prices of goods and materials; management of the drug, milk and functional food market; management of the gold and credit market; ensuring social housing, employment and social security after administrative unit rearrangement; work to prevent corruption and waste, especially management of public assets after administrative apparatus rearrangement.

“These are not just temporary concerns, but issues that have a direct impact on each family, each person and social trust,” Deputy Nguyen Tam Hung affirmed and suggested that the Government, ministries and branches prioritize resolving groups of petitions directly related to people's essential spending, social security and the stability of the economic and financial market, and at the same time publicize the handling roadmap, progress and results for people to monitor.

According to the report of the National Assembly Standing Committee, during this session, ministries and branches responded to 1,433/1,472 petitions, reaching 97.3%. Many ministries and branches have completed 100% of the responses such as the Ministry of Public Security, Ministry of Industry and Trade, Ministry of Education and Training, Ministry of Home Affairs, Ministry of Science and Technology, Ministry of Finance, Ministry of Agriculture and Environment, Ministry of Health... Some major petitions have been resolved by legal documents such as: Decree 116/2025/ND-CP on support policies to overcome animal epidemics; Circular 19/2025/TT-BGDDT amending regulations on rewards and discipline for students; Resolution 78/2025/UBTVQH15 recording the time of social insurance payment for business owners...

Sharing the same view, Deputy Nguyen Thi Viet Nga (Hai Phong) commented that although the response rate to petitions was high, the quality of handling many petitions from voters did not meet the requirements. The Deputy analyzed very specifically: out of more than 1,472 petitions, only 11.9% were resolved by issuing documents - the tool with the highest legal value; 14.1% were resolved by inspection, examination, and actual handling, and up to 74% of petitions only stopped at the level of explanation and information provision.

"This shows that many petitions are not handled properly and have not created the practical changes that voters desire," the female delegate commented.

According to Deputy Nguyen Thi Viet Nga, when sending petitions to the authorities, people do not need a long explanation, they need a clear solution to the problems they are facing. Of the total 39 unanswered petitions, the Government Office alone accounts for 38 petitions. The Deputy frankly commented that this delay directly affects the response progress of many ministries and branches and slows down the overall results. This is an issue that needs attention and urgent resolution.

In particular, there are still many recommendations that have lasted for many sessions; specifically, 6 recommendations have no roadmap for resolution, while these are recommendations that directly affect millions of people such as: the delay in issuing the List of specific occupations in education; the failure to amend Decree 84/2020 and Circular 22/2021 on student assessment; Policy to support preschool teachers on leave; relocation of the 500kV line out of Gia Nghia city center; Regulations on what constitutes a "residential area" in a wind power project have caused difficulties for many localities; The fishing vessel insurance policy under Decree 67 still causes prolonged frustration...

According to the delegate, these issues have been raised in many sessions but have not been completely resolved, causing voters to rate the effectiveness of supervision as low.
