Continuing the tenth session agenda, on the morning of December 9, the National Assembly discussed in the hall the work reports of the Chief Justice of the Supreme People's Court, the Chief Prosecutor of the Supreme People's Procuracy ; crime prevention and control work and law violations; execution work; corruption prevention and control work in 2025; results of monitoring the settlement of voters' petitions, citizen reception work, handling of petitions and complaints and denunciations of citizens in 2025.

The content on crime prevention and law violations received much attention from National Assembly delegates. In particular, delegate Nguyen Thi Thuy (Thai Nguyen delegation) said that according to statistics, the crime situation decreased by more than 19% - the largest decrease in the past 10 years. Besides the decrease in crime figures, the important issue is that people must feel that life is increasingly safer.
Through monitoring the practical situation, delegates highly appreciated the guiding viewpoint of the Ministry of Public Security in the fight against crime. That is not only focusing on major cases, but any behavior that is dangerous to society, causing disorder and social insecurity must be strictly handled. For example, recently, a series of hooligan and aggressive acts have been prosecuted, such as the case of beating a delivery person in Hanoi, the case of using a leather belt to beat and force a driver to kneel in the middle of the road in Nghe An...
However, people still feel worried about the situation of using high technology to commit crimes and fraud in cyberspace; luring people to easy jobs with high salaries to bring them across the border and produce and trade in fake goods such as food, medicine. Therefore, delegates recommended that the Ministry of Public Security continue to launch peak campaigns to suppress and strongly attack these types of crimes.
At the same time, in the context of promoting decentralization, delegation of power and reorganization of agencies in the judicial system, delegates recommended that central prosecution agencies focus on inspection work, especially inspection of professional expertise, promptly detect difficulties, problems and shortcomings at the grassroots level to have timely solutions.

Meanwhile, delegate Nguyen Huu Thong (Lam Dong province delegation) said that, besides the achieved results, it is necessary to frankly acknowledge that the work of preventing crimes, including online fraud and property appropriation crimes, has not really met the people's wishes and expectations.
In fact, the number of cases of people being scammed through impersonating banks, police agencies, courts, financial investments, and online trading of goods still occurs at a high frequency, many people have their entire life-long assets taken away, even falling into debt and deadlock. In many cases, victims only have time to report to the authorities, but tracing the flow of money, identifying the ringleaders and recovering assets still faces many obstacles when the subjects use non-owner bank accounts, virtual electronic funds, servers located abroad, and operate in an organized and transnational manner. This is an issue that voters and people have been particularly concerned about in recent times, although the crime situation in the field of information technology and telecommunications networks in recent years has been resolutely handled by the authorities and tends to decrease.
To help people feel secure and safe when conducting transactions in the digital environment, practice digital citizenship and avoid being scammed and having their assets appropriated in cyberspace, delegates recommended that the Government focus on synchronously implementing key solutions such as: Perfecting the law on preventing and combating high-tech crimes, protecting personal data, managing digital platforms and payment intermediaries; increasing investment in resources, equipment, and specialized training for specialized forces; promoting international cooperation in tracing and recovering cross-border assets; improving the effectiveness of propaganda and equipping people with skills to prevent and combat fraud; tightening the management of junk SIM cards and unregistered bank accounts, and inspecting platforms with high risks of fraud.

Regarding the crime situation in the field of environment, resources and food safety, delegate Duong Khac Mai (Lam Dong delegation) said that this is one of the fields that directly affects people's health, ecological security and sustainable development of the country.
In recent years, violations of the law on environment, resources and food safety have continued to develop in a complicated manner. In some localities, state management in these areas is still inadequate, the detection of violations mainly relies on periodic inspections, not keeping up with the sophisticated tricks of criminals. Some violations have been prolonged but have been slow to be detected and handled, causing serious consequences to the ecological environment and public health. The situation of producing and trading unsafe food is still quite common, causing public outrage.
Delegates suggested that the Government continue to have stronger, more drastic, synchronous and sustainable solutions to gradually control and effectively prevent violations of the law on environmental protection and people's health care, creating a foundation for sustainable development for the country in the coming period.
