Provincial National Assembly delegates discuss in groups the draft Law on Teachers

Continuing the program of the 8th Session of the 15th National Assembly , on November 9, National Assembly deputies discussed in groups the draft Law on Teachers.

Participating in the discussion at Group 5 with the National Assembly Delegation of Vinh Phuc province and Lao Cai, Quang Nam , Kien Giang provinces, National Assembly delegate Tran Van Tien contributed many important opinions.

Expressing his agreement and high consensus with the necessity of promulgating the Law on Teachers to perfect the legal system and create a legal basis for implementing policies on building and developing the teaching staff in the current period, delegate Tran Van Tien proposed clarifying the concepts in Clause 5 "Education management staff" and Clause 7 "Education facility management staff" because he thought they were not appropriate. At the same time, he also explained and supplemented some terms: Teachers; national education system; teachers' activities; teachers' development; teachers' professional standards.

Regarding teacher recruitment, delegate Tran Van Tien said that Point a, Clause 1, the regulation on recruitment based on teacher professional standards is not appropriate and should be combined with the regulation on recruitment based on the need for teachers.

Delegate Tran Van Tien said that the policy to support teachers in Article 28 needs to clarify whether, in addition to public educational institutions, teachers in non-public institutions are entitled to the policies stipulated in this article. He suggested that the drafting agency conduct research to ensure fairness for teachers in society.

Regarding the retirement regime for teachers, Clause 2, Article 30 stipulates: Teachers in preschool education institutions, if they wish, can retire at a lower age but not more than 5 years older than the prescribed age and will not have their pension rate deducted due to early retirement. However, delegate Tran Van Tien suggested that it is necessary to stipulate an additional condition that the period of continuous insurance participation must be at least 25 years.

To ensure that teachers and lecturers meet the roles and positions of teachers as stipulated in Article 3, delegate Tran Van Tien proposed to supplement regulations on input criteria and standards for teacher and lecturer training sources at teacher and lecturer training institutions to improve the input quality for future teachers and lecturers, avoiding the situation as in many years past, when enrollment at many teacher and lecturer training institutions had the lowest input according to the admission standards compared to many industries and fields.
