Discussing the National Target Program on Modernizing and Improving the Quality of Education and Training for the 2026-2035 period, National Assembly deputies agreed on the urgency of the program and recognized that the program has removed the two biggest bottlenecks: facilities and teaching staff.
Allocate resources to facilities
The program is expected to be implemented in 10 years, 2026-2035, with a total investment of about 580,133 billion VND, with 5 projects, of which 3 are investment projects for facilities. Specifically, the project to invest in facilities for preschool and general education with a total capital of 202,000 billion VND; the project to invest in vocational education with a total capital of more than 59,700 billion VND; the project to strengthen facilities for higher education institutions with an investment capital of 277,000 billion VND.
Professor Hoang Van Cuong (National Assembly delegate from Hanoi ) highly appreciated the fact that the program has 3 out of 5 component projects focusing on investing in facilities from preschool, general education, vocational training to university to create a system of spacious and modern facilities.
Mr. Cuong said that in order to have a truly modern, synchronous and world- standard education, first of all, there must be a physical facility to ensure teaching and learning activities. Citing the fact that universal preschool education faces many difficulties due to the lack of schools, the delegate stated that the program's requirement to ensure schools is the most basic factor to achieve the goal of improving the quality of education.
In countries around the world, vocational education in high schools is well implemented because their vocational training facilities, carpentry workshops, and mechanical workshops are very modern, even more modern than factory production facilities. Thanks to that, students have full access to the necessary technical factors. This is a decisive factor to improve the level of education.
For vocational education, to meet international and regional standards, the practice equipment must meet standards and be modern. If the theory is completed but the practice is done on outdated equipment, the learners will not be able to access the technology and machinery of the enterprise. Therefore, it is necessary to invest and equip vocational education facilities with the most modern conditions.
The same is true of higher education. China has made a breakthrough in the past 20 years, creating top universities through two programs: the 985 Program with 39 universities and the 211 Program with about 115 universities. These two programs have created a breakthrough in investment in universities. Typically, Tsinghua University has invested about 6 billion USD in the 985 Program.

“Our current program is also given great priority, with a total investment of about VND580 trillion (equivalent to USD23 billion). This shows that although we have invested a lot, compared to the world, it is still a necessary investment level to create a breakthrough development for universities. Therefore, I completely agree with the need to implement this program,” said delegate Hoang Van Cuong.
Delegate Hoang Van Cuong also expressed his hope that when the program is implemented, educational facilities in localities will become the most spacious works. “When schools are clean and beautiful, the quality of education will certainly improve. Students will feel excited and want to study in a good environment,” Mr. Cuong emphasized, adding that currently, in many localities, especially in the Mekong Delta and mountainous areas, many schools are degraded, with facilities that do not meet requirements, affecting students’ psychology.
Citing practical examples from the National Economics University, delegate Hoang Van Cuong said that after investing in modern facilities and equipment, students come to school more, not only during class hours but also after class hours. The school has become a space for students to self-study, research, and accumulate knowledge.
“The three components of infrastructure investment are very important to create an attractive learning environment and fully meet the learning conditions for students. At that time, the implementation of the two-session/day education model is no longer administrative but becomes a natural need, because most of the learning activities will be actively carried out by students in the school space,” said Professor Hoang Van Cuong.
Removing teacher bottlenecks
In addition to investment in infrastructure, an important project in the national target program to modernize and improve the quality of human resources is to develop a team of teachers, managers of educational institutions, training institutions and learners in the context of digital transformation, international integration and comprehensive innovation of education and training with an investment capital of VND 38,800 billion.
Delegate Hoang Van Cuong said that in the past, many ODA projects focused mainly on equipment and factories, without paying much attention to training operators. However, an education system can only be good when the teaching staff is qualified. If teachers do not have the necessary qualifications, modern equipment will not be effective.
Therefore, Mr. Cuong believes that the component of improving teachers' qualifications should be prioritized. "Currently, the budget for this content is still modest and needs to be supplemented to meet the requirements of improving the teaching staff," said Professor Hoang Van Cuong.

Also interested in this content, delegate Nguyen Van Quan (Can Tho delegation) affirmed that to study well, one must teach well, and to teach well, one must have good teachers. Citing the current reality of accounting students graduating from school unable to make financial reports, and construction engineers unable to read drawings, delegate Quan said that it is necessary to invest more heavily in the quality of teaching staff and facilities for practice.
In addition to the issue of quality, Professor Nguyen Anh Tri (National Assembly delegate of Hanoi) suggested that it is necessary to ensure a sufficient number of teachers everywhere, at all levels, including remote areas and cities. Sharing from the practice of contacting voters, Professor Nguyen Anh Tri said that many localities, when streamlining the staff, have reduced the number of teachers. Many teachers have implemented the annual teaching contract system, causing many consequences, making teachers who are dedicated but not assured in their work. There are teachers who do not know whether they can teach on September 4 or not, while September 5 is the start of the new school year.
Accordingly, delegate Nguyen Anh Tri proposed that the Ministry of Education and Training compile statistics to have a specific report to the Government and the Central Government on this issue to have a thorough solution./.
