Attending the seminar were Major General Tran Trung Hoa, Commander of the Engineering Corps; Major General Dinh Ngoc Tuong, Political Commissar of the Engineering Corps; and Colonel Le Duc Hoe, Deputy Political Commissar of the Artillery and Missile Command.

Representatives from the leadership and command of Brigade 229, Brigade 239, Brigade 249 (Engineering Corps), Brigade 45, Brigade 675 (Artillery and Missile Command), and Division 367 (Air Defense and Air Force).

Comrade Nguyen Duc Tinh, a former soldier of Regiment 45 (Artillery and Engineering Division 351), spoke at the seminar.

The introductory report at the seminar stated: On March 27, 1951, the General Staff decided to establish the 351st Engineering and Artillery Division (also known as the 351st Engineering and Artillery Division).

The division's structure included: the 151st Engineering Regiment, the 675th Mountain Artillery Regiment, the 34th Mountain Artillery Regiment, a workshop for repairing vehicles, artillery, and equipment, and the division's headquarters. The 351st Engineering-Artillery Division was established as the first engineering and artillery division of the Vietnam People's Army, bearing the title "Engineering-Artillery Division" and directly under the General Staff; it was also the first division-level Party Committee within the Army Party Committee directly under the General Political Commissar (from October 1951, the General Military Commission).

Delegates emphasized that the establishment of the 351st Artillery and Engineering Division marked a new stage of maturity for our Army in the process of building and developing the branches of the Vietnam People's Army, contributing to enhancing the combined arms combat strength and meeting the increasingly high demands of combined arms operations on the battlefields.

Leaders of the Engineering Corps presented flowers to Comrade Nguyen Duc Tinh, a former soldier of Regiment 45 (351st Engineering and Artillery Division).

In particular, at the seminar, Comrade Nguyen Duc Tinh (93 years old), a former soldier of Regiment 45 (351st Engineering and Artillery Division), gave a speech providing valuable and meaningful information about the historical context of the establishment of the 351st Engineering and Artillery Division; the fighting process, achievements, and contributions of the 351st Division in the resistance war against French colonialism and in the Dien Bien Phu Campaign; and passed on his experience and "passed on the torch" to current officers and soldiers of the Engineering, Artillery-Missile, and Air Defense-Air Force.

The seminar clarified and deepened the traditions of the 351st Artillery and Engineering Division, affirming the remarkable maturity of the Vietnam People's Army, and serving as proof of the intelligence, courage, and indomitable will of our army and people, transforming modern weapons into Vietnamese strength; laying the foundation for building modern military branches: Engineering Corps, Artillery and Missile Command, and Air Defense and Air Force.

It can be affirmed that, from its founding to the completion of its historical mission, the 351st Engineering and Artillery Division has built a glorious tradition, becoming a source of pride and a foundation for the generations of Engineering, Artillery-Missile, and Air Defense-Air Force troops today to continue their work.
