On June 16, at the Party Central Committee Headquarters, General Secretary Nguyen Phu Trong chaired a meeting of the Politburo and the Secretariat to give opinions on the Project to summarize 20 years of implementing Resolution No. 23-NQ/TW, dated March 12, 2003 of the Party Central Committee, 9th tenure, on promoting the strength of great national unity for a rich people, strong country, and a fair, democratic and civilized society.
After listening to the Standing Office of the Steering Committee for the Project report on the Project's content, the Politburo discussed and agreed that in recent years, especially in the 20 years of implementing Resolution No. 23-NQ/TW, the strength of the great national unity bloc has been constantly consolidated, strengthened and promoted, contributing to promoting socio -economic development, ensuring national defense, security, foreign affairs, caring for the material and spiritual life of the people; gradually narrowing the gap between regions; paying attention to the comprehensive development of mountainous areas, islands, ethnic minority areas and disadvantaged areas, maintaining political stability, strengthening social consensus, and consolidating people's trust in the Party and the State. Gradually perfecting the mechanism to promote people's mastery, expanding direct democracy, and enhancing representative democracy.
The Fatherland Front , socio-political organizations, and mass organizations continue to innovate the content and methods of operation; organize and mobilize people to participate in patriotic emulation campaigns and movements, and arouse people's potential and creativity to contribute to the cause of national construction and defense. The work of building and rectifying the Party and the political system is given special attention, with positive changes, ensuring that the Party is truly the nucleus leading the great national unity bloc; a mechanism has been formed to mobilize people to participate and rely on people to build and rectify the Party, thereby strengthening people's trust in the Party, the State and the regime.
However, in addition to positive results, there are still some shortcomings and limitations such as: The concretization and organization of the implementation of the Party's guidelines, policies and laws of the State on socio-economic development, on promoting the strength of the great national unity bloc in some fields and areas have still been low; the lives of a part of the people are still difficult; the gap between regions and areas is still large. The mechanism of "Party leadership, State management, people as masters" and the motto "People know, people discuss, people do, people inspect, people supervise, people benefit" have not been concretized in a timely manner; the people's mastery, especially democracy at the grassroots level, is sometimes and in some places violated. The Fatherland Front, socio-political organizations and mass organizations have not yet fully promoted their roles and responsibilities in gathering, uniting, and representing the legitimate and legal rights and interests of the people; Social monitoring and criticism activities have not met practical requirements.
Taking legitimate and legal interests and people's satisfaction as the center of all policies and strategies
The Politburo affirmed that national solidarity is a precious tradition, a strategic line of the Party, and a decisive factor in all victories in the cause of building and defending the Fatherland. The solid foundation of national solidarity is the alliance of the working class, farmers and intellectuals, the close relationship between the Party and the people, the people's trust in the Party and the State; solidarity between social strata, ethnic groups, religions, Vietnamese people at home and abroad, and peace-loving and progressive people in the world. Continue to promote the tradition of national solidarity, build our country to be increasingly rich, prosperous, civilized and happy; take the legitimate and just interests and satisfaction of the people as the center of all policies and strategies; ensure fairness and equality for each citizen in accessing resources, development opportunities, contributing to and enjoying the fruits of development.
Great national unity on the basis of promoting socialist democracy, respecting human rights, civil rights, and exercising the people's right to mastery. Great unity is the cause of the entire nation; taking care to foster, protect, and preserve the great unity bloc is the responsibility of the political system and each citizen. Unity within the Party is the nucleus for building unity of the political system and the great national unity bloc. The Vietnam Fatherland Front and socio-political organizations act as the core to gather, unite, and promote all resources, potentials, and creativity of the people in building and defending the Fatherland.
The Politburo assigned the Project Steering Committee to receive comments from the Politburo and relevant agencies to complete the Project and report to the Politburo to submit to the Party Central Committee at the 8th Central Conference (October 2023).
