Universities need to take the lead in promoting research and innovation.

Leaders of the Ministry of Education and Training (MOET) affirmed that the new resolutions have created many new mechanisms and policies, favorable conditions for developing scientific and technological research, but schools themselves must be the pioneers in implementation.

On the morning of December 9, in Hanoi, the Ministry of Education and Training coordinated with the Ministry of Science and Technology and the Ministry of Finance to organize a training conference to disseminate and update policies and regulations on science, technology and innovation management.

The conference aims to implement Resolution 71/NQ-CP of the Government amending and updating the Government's Action Program to implement Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation.

The conference was deployed in person combined with online to all higher education institutions nationwide.

Speaking at the conference, Deputy Minister of Education and Training Nguyen Van Phuc said that Vietnam's education is currently among the top 20 countries in the world. However, he acknowledged that the current domestic higher education system still focuses mainly on training. Although science and technology have made strong progress in recent times, the ratio of research to training is still very modest.

Universities’ revenue mainly comes from tuition fees, while revenue from science, technology and research activities is still low compared to developed countries. The Deputy Minister emphasized that this is a limitation that needs to be overcome.

In research universities around the world, revenue from science and technology often accounts for about 20-30%, even 30-40% of total revenue. While in Vietnam, this rate is still very low. In addition, the application, transfer and commercialization of research results are also limited.

According to the Deputy Minister, the new resolutions on breakthroughs in science and technology development have created many new mechanisms and policies, creating favorable conditions for the development of science and technology research in higher education institutions. The State and ministries and sectors set out the legal framework, policies and investment support, but the universities themselves must be the pioneers in implementation.

The Deputy Minister hopes that after this conference, training institutions will have a better understanding of new mechanisms, policies and regulations to smoothly implement Resolution 57 and Resolution 71, boldly innovate and successfully complete the goal of developing science and technology in schools.

Presenting at the conference on the basic contents of Decree No. 268/2025/ND-CP dated October 14, 2025, Dr. Khong Quoc Minh - Department of Innovation, Ministry of Science and Technology emphasized that digital transformation creates a favorable digital environment, interacts with the real environment to change the way of organizing activities, providing services and creating new values, thereby promoting growth and restructuring the economy, effectively exploiting traditional growth drivers and promoting new growth drivers, including the development of digital government, digital economy, digital society, digital citizens, green economic development, and circular economy.

However, Dr. Khong Quoc Minh also pointed out the risk gap in innovation management and technology commercialization, between the research stage and the application of technology into practice.

In that context, the Law on Science, Technology and Innovation 2025 was passed by the 15th National Assembly, 9th session on June 27, 2025.

According to Dr. Khong Quoc Minh, for the first time, innovation activities are included in the content of the law, regulating innovation activities, and at the same time adding many new policies to promote the development of innovation in Vietnam. This represents a fundamental change in development thinking, putting innovation on par with science and technology.

At the conference, representatives of the Ministry of Science and Technology also presented an overview of new policies and regulations in the Law on Science, Technology and Innovation; Decree No. 267/2025/ND-CP dated October 14, 2025; Decree No. 263/2025/ND-CP dated October 14, 2025.

Representatives of the Ministry of Finance also introduced regulations related to the Law on Investment under the Public-Private Partnership (PPP Law) and mechanisms and policies on public-private cooperation in the fields of science and technology development, innovation and digital transformation.
