Deputy Prime Minister Le Thanh Long has just signed a decision approving the Development Program of the Vietnam National University Ho Chi Minh City, setting the goal of bringing this university into the group of leading higher education institutions in Asia in the period 2026-2030, aiming to become a leading research university system in the region by 2045.
According to the program, by 2030, the Vietnam National University Ho Chi Minh City aims to be among the top 100 universities in Asia; have at least one field in the top 100 worldwide, including Mathematics; and achieve rankings of 150-250 globally in Artificial Intelligence and Basic Sciences .

The percentage of faculty members with doctoral degrees reached 75%; attracting approximately 1,500 scientists, 100 visiting professors, and 100 innovation experts.
The program also aims for approximately 60% of science and technology training programs to be taught in English; to strengthen training partnerships with universities in the top 200 worldwide; and to achieve a minimum of 30% postgraduate student enrollment.
By 2045, the Vietnam National University Ho Chi Minh City (VNU-HCM) aims to become a leading research university system in Asia, with at least four disciplines ranked in the top 50 globally.
To realize the stated objectives, the Program emphasizes the improvement of mechanisms and policies and proposes amendments to relevant legal documents to create conditions for the Vietnam National University Ho Chi Minh City to build and apply mechanisms to attract and utilize leading experts, international scientists, and Vietnamese intellectuals abroad.
At the same time, from 2026, the National University of Ho Chi Minh City will have the right to regulate the standards, conditions, and procedures for appointing and dismissing professors and associate professors, ensuring that they are not lower than the general standards prescribed by the Ministry of Education and Training, and implementing them uniformly throughout the National University of Ho Chi Minh City.
The program focuses on enhancing the capacity of lecturers, researchers, and management staff; attracting and developing scientists and experts; and strengthening the links between training, research, innovation, and businesses.
Simultaneously, we will innovate training according to international standards, modernize training methods, promote the application of technology, especially artificial intelligence; focus on key fields such as mathematics, artificial intelligence, and semiconductor industry; expand postgraduate training, ensuring that 100% of doctoral students are exempt from tuition fees and receive scholarships.
Simultaneously, the program promotes scientific research, innovation, and digital transformation, increases international publications, inventions, and technology transfer; forms strong research groups and develops the Innovation Center of the Vietnam National University Ho Chi Minh City based on the "three-party" cooperation model.
The Vietnam National University Ho Chi Minh City (VNU-HCM) is strengthening international cooperation, expanding student exchanges, and establishing international training and accreditation partnerships. Simultaneously, it is developing a university city oriented towards high-tech, green, and smart technologies, expanding student housing, and building 1-2 internationally accredited hospitals to serve training, research, and community healthcare.
