14th Congress: 163 ex-officio delegates, 353 elected delegates, 1,070 appointed delegates.

The organizing committee announced that the 14th National Congress of the Party was attended by 163 ex-officio delegates, 353 elected delegates, and 1,070 appointed delegates, including 1,285 male delegates and 301 female delegates.

The 14th National Congress of the Party opened this morning at the National Convention Center in Hanoi .

The congress was attended by 1,586 delegates representing over 5.6 million party members nationwide. Of these, 163 delegates were ex officio delegates (10.28%), 353 were elected delegates (22.25%), and 1,070 were appointed delegates (67.47%).

Among the delegates attending the congress, there were 1,285 male delegates (81.02%) and 301 female delegates (18.98%).

There were 167 delegates from ethnic minorities, accounting for 10.53%. One delegate was a Hero of the People's Armed Forces, 10 were Outstanding Educators, 10 were People's Doctors or Outstanding Doctors; and 3 were People's Artists or Outstanding Artists.

The congress was attended by invited delegates. Specifically, there were 205 domestic invited delegates, including 128 former leaders of the Party, State, Vietnam Fatherland Front Committee, and Central Committee members (full and alternate) from the 5th to the 8th terms; 16 deputy chairmen and members of the Central Inspection Committee currently working but not members of the 13th Central Committee; 41 deputy heads of Party committees at the central level, secretaries, deputy secretaries, chairmen of People's Councils, chairmen of People's Committees of provinces and cities, and Party committees directly under the Central Committee who retired early or at the standard retirement age in 2025 due to mergers, consolidations, and those who were not old enough to be re-elected.

At the same time, the congress was attended by 20 delegates including Heroic Vietnamese Mothers, prominent intellectuals, artists, religious dignitaries, and outstanding young people.

The congress was attended by 111 ambassadors, chargés d'affaires of various countries, and heads of diplomatic missions and international organizations in Vietnam.

Overview of the opening session of the 14th Congress

Politburo member and Prime Minister Pham Minh Chinh, on behalf of the Presidium, chaired the opening session of the congress this morning. Politburo member and President Luong Cuong, on behalf of the Presidium, delivered the opening speech.

General Secretary To Lam presented the report of the 13th Central Committee of the Party on the documents submitted to the 14th Party Congress.

Ms. Bui Thi Quynh Van, Member of the Central Committee of the Party and Deputy Head of the Central Organization Department, on behalf of the Secretariat, presented a report on the congratulatory messages from political parties, organizations, international friends, and overseas Vietnamese sent to the (first) Congress, totaling 559 letters and messages ( including 109 political parties, 6 international and regional organizations, 16 individuals, 122 people's organizations, and 306 associations of overseas Vietnamese).

Prime Minister Pham Minh Chinh, on behalf of the Presidium and the entire congress, delivered a speech expressing his appreciation and gratitude for the friendship, cooperation, attention, encouragement, support, and valuable assistance that political parties, organizations, and international friends have given to the Communist Party of Vietnam and our people.

The Communist Party of Vietnam continues to consistently implement its established foreign policy, strengthening friendly relations and cooperation with countries, political parties, organizations, and international friends, contributing to the cause of peace, national independence, democracy, and social progress in the world.

Permanent member of the Secretariat Tran Cam Tu presented a report reviewing the leadership and guidance of the 13th Central Committee of the Party.

In the afternoon, delegates worked in their respective groups, discussing the congress documents.
