The Congress is taking place amidst rapidly changing and far more complex global and domestic contexts compared to previous terms. The scientific and technological revolution, especially digital technology and artificial intelligence, is reshaping the global economy; strategic competition among major powers, geopolitical conflicts, and trade instability are increasing, posing unprecedented challenges for developing countries like Vietnam. In this context, the 14th Congress demands a spirit of self-reliance, self-strength, and self-confidence to promote faster, stronger, more sustainable, and more proactive national development, contributing positively to the world order towards a better goal, overcoming challenges, and ensuring national stability and peace.
A key focus of the 14th National Congress was summarizing the socialist-oriented market economy model after 40 years of reform. From a country with a per capita income of less than 200 USD before 1986, Vietnam's economy is estimated to reach 514 billion USD in 2025, ranking 32nd in the world, and per capita income will exceed 5,000 USD.
Economic success allows us to undertake more vigorous restructuring. The 14th National Congress is expected to promote strategic breakthroughs, from institutions and high-quality human resources to modern infrastructure, with science, technology, and innovation becoming key drivers, with the goal of becoming an upper-middle-income country by 2030 and a prosperous high-income socialist country by 2045.
One key area of focus is perfecting the political system and building a socialist rule of law state. We must remove institutional bottlenecks and improve the legal system with a mindset that law is not merely for management; it must aim to play a more guiding, pioneering, and stimulating role in socio-economic development.
While focusing on socio-economic development, the 14th National Congress also paid close attention to human culture, recognizing culture as the spiritual foundation of society and a driving force for development. If morality, lifestyle, and cultural values are eroded, no matter how much economic development occurs, it cannot lead to the goal of happiness.
Throughout the congress, we clearly saw the viewpoint of putting the people first and placing human beings at the center. In the coming period, we must implement many policies to improve the quality of life for the people, from education and healthcare to social security and the people's right to self-governance. The ultimate goal must be the happiness of the people.
In particular, the spirit of action was emphasized. The 14th National Congress was a congress of action-oriented directives, where practical effectiveness became the highest measure for all policies and initiatives. From mergers and streamlining of the apparatus to large-scale infrastructure investment and the promotion of institutional reforms, all were guided by the motto "only talk about doing, not backing down," using effectiveness for the people and the country as the benchmark for evaluation.
Speaking at an international press conference announcing the results of the 14th National Congress, General Secretary To Lam affirmed: "The Resolution of the 14th National Congress directs that concrete actions must be taken to quickly translate policies and guidelines into reality; to bring about results that the people can see, feel, and enjoy. The ultimate goal of the Party is to improve the lives of the people."
Together with the elected personnel of the 14th Party Congress, who are outstanding delegates with intelligence and responsibility, I am confident that we will accomplish what the previous term failed to do, continue to lead the country's development, and strengthen the trust of cadres, Party members, and the people.
