14th Party Congress: International friends are interested in and have high expectations for Vietnam's development direction.

(laichau.gov.vn) On the eve of the 14th National Congress of the Communist Party of Vietnam, in interviews with Vietnamese media, many international politicians, scholars, and researchers have expressed their interest and assessment that this is a political event of significant importance to the development orientation of Vietnam, a country with an increasingly important role and position in the region and the world.

A pivotal congress in a turbulent world.

Mr. R. Arun Kumar, Central Committee member and Head of the Foreign Affairs Department of the Communist Party of India Marxist (CPI-M) , noted that the 14th Congress is taking place against the backdrop of a rapidly changing world, increasing strategic competition, and ever-growing demands for sustainable development.

According to him, despite many obstacles, the Communist Party of Vietnam has led the country to achieve significant socio-economic achievements. During the 2021-2025 period, average GDP growth is expected to be around 6.3%; life expectancy and living standards have improved; and notably, the happiness index has increased significantly, placing Vietnam among the top 50 countries in the world in this index.

According to VNA, Mr. Arun Kumar stated that, after nearly 40 years of implementing the Doi Moi (Renovation) policy, Vietnam is on the threshold of a new development phase, aiming for two strategic milestones: the 100th anniversary of the founding of the Party in 2030 and the 100th anniversary of the founding of the nation in 2045. The 14th National Congress is expected to play a key role in formulating a new growth model based on science and technology, innovation, and digital transformation, creating a foundation for high and sustainable growth in the coming period.

Assaf Talgam, a historian and journalist for Zo HaDerekh, the official newspaper of the Israeli Communist Party, argues that the leadership of the Vietnamese Communist Party is a central factor in the country's enduring political stability and impressive development trajectory. According to him, in a volatile world, few political organizations can maintain continuous leadership while adapting flexibly and effectively to changes in governance methods like the Vietnamese Communist Party.

Mr. Assaf Talgam emphasized that the Doi Moi (Renovation) process and subsequent reforms reflect a highly practical governance approach, balancing ideological consistency with flexibility in policy planning – a factor that has significantly contributed to stable economic growth and social stability in Vietnam.

According to him, the 14th National Congress is significant as an important strategic adjustment, clearly defining Vietnam's position at a pivotal moment in its development process, aiming to become a developing country with modern industry and high middle income by 2030, and a developed country with high income by 2045.

40 years of reform and a solid foundation for development.

Mr. Veeramalla Anjaiah, a senior researcher at the Center for Southeast Asian Studies (CSEAS) in Jakarta, Indonesia, believes that the comprehensive achievements after 40 years of Doi Moi (Renovation), especially the outstanding results in the last five years, have affirmed the correct development path and effective governance capacity of the Communist Party of Vietnam.

He highly appreciated Vietnam's maintenance of political stability, high economic growth, and expanded international integration amidst increasing strategic competition among major powers and numerous risks in the global economy. According to him, the transition from a centrally planned economy to a socialist-oriented market economy and increasingly deep integration into the global economy are crucial factors contributing to the current development results.

CSEAS researchers cited figures showing: average GDP growth of approximately 6.3% per year during the 2021-2025 period; GDP reaching over US$514 billion in 2025; per capita income of approximately US$5,000; trade turnover of approximately US$930 billion; and a strong recovery in tourism with over 21.5 million international visitors. In addition, the poverty rate is projected to decrease to approximately 1.3%, health insurance coverage reaching approximately 95% of the population, and the Human Development Index (HDI) at 0.766.

Journalist Gastón Fiorda of Argentina's national radio station , a long-time expert on Vietnam, affirms that Vietnam has achieved admirable socio-economic achievements despite the world facing many major "shocks," such as the COVID-19 pandemic, armed conflicts in many regions, and global trade tensions.

He highlighted the positive economic achievements that Vietnam has attained during the 13th Party Congress term, with an average GDP growth rate of 5-6% per year, a high rate compared to the regional and global averages. According to Mr. Fiorda, Vietnam's maintenance of political and social stability and ensuring economic growth amidst global uncertainty demonstrates the effective governance capacity of the Communist Party and the State.

From various perspectives, international scholars and researchers agree that the achievements made after nearly 40 years of Doi Moi (Renovation), especially in the 2021-2025 period, have created an important foundation for Vietnam to enter a new phase of development.

Professor Park Yeon Gwan, a literature professor in the Vietnamese Studies Department at Hankuk University of Foreign Studies (HUFS), believes that the 14th National Congress of the Communist Party of Vietnam is expected to establish a landmark development vision for the period up to 2030 and beyond to 2045, in the context of a fragmented global economy, increasing strategic competition among major powers, and profound restructuring of global supply chains.

According to Professor Park Yeon Gwan, the most important strategic direction that the 14th Party Congress needs to establish is a qualitative transformation of the growth model.

Vietnam needs to gradually move away from a development model based primarily on attracting FDI and exports, shifting to a model centered on productivity, technology, and the endogenous capabilities of domestic enterprises, thereby upgrading its position in regional and global value chains.
