Attending and directing the Congress was Major General Truong Giang Long, Member of the Standing Committee of the Central Committee of the Vietnam Association of Former Public Security Officers.
Representing the Provincial Police were Colonel Tran Van Muoi, Provincial Party Committee member, Deputy Secretary of the Party Committee, and Deputy Director of the Lam Dong Provincial Police; leaders of several professional departments of the Provincial Police; and members of the Provincial Association of Former Police Officers.

Implementing a two-tiered local government system from July 1, 2025, the Lam Dong Provincial Association of Former Public Security Officers (the Association) currently has 106 commune and ward branches with 4,312 members.
Over the past period, the majority of retired police officers and soldiers residing in the locality have consistently set a good example in complying with the policies and guidelines of the Party and the State. Members have played a pivotal role and served as a solid support for the police force in the nationwide movement to protect national security at the grassroots level.
The Association prioritizes camaraderie and mutual support among its members. This includes regularly organizing activities to care for and assist members in improving their health, material and spiritual well-being, and family economic development; effectively implementing the motto "live happily, live healthily, live usefully." For example, during the recent floods, the Lam Dong Provincial Association of Former Public Security Officers mobilized its members to contribute over 177 million VND to support people in overcoming the consequences of the natural disaster…
From now until the end of its term, the Association will continue to build and expand advanced models and best practices in its activities and the nationwide movement to protect national security. Delivering a keynote address at the Congress, Major General Truong Giang Long acknowledged and highly appreciated the Association's achievements over the past period. He also affirmed that retired police officers are a valuable resource with extensive experience and prestige. Simultaneously, they consistently contribute responsibly to the nationwide movement for safeguarding national security and to the development of the local police force.
Major General Truong Giang Long suggested that the Association continue to strengthen its organization, improve the quality of its activities, promote the core and exemplary role of its members; and intensify propaganda and mobilization efforts to encourage families and the public to comply with the Party's guidelines, the State's policies and laws, and actively participate in maintaining security and order at the grassroots level.
After its restructuring, the Executive Committee quickly stabilized its organization, adhered closely to the regulations, strengthened coordination with the Provincial Police and relevant units, and promoted traditional values. Through these efforts, it contributed to building a clean and strong People's Police force, meeting the demands of the new situation.

On behalf of the Provincial Police leadership, Colonel Tran Van Muoi requested the Executive Committee of the Association to strengthen coordination with professional departments and local police to closely monitor the situation. This would allow for timely reporting of emerging issues related to security and order.

On the other hand, leveraging the experience of retired police officers in disseminating information and mobilizing the public to abide by the law and participate in the nationwide movement to protect national security; focusing on visiting and supporting members, promoting camaraderie and mutual support among comrades, contributing to maintaining security and order in the area.

In a spirit of unity, democracy, and responsibility, the Congress elected a 35-member Executive Committee, a 15-member Standing Committee, and a 7-member leadership team.
Colonel Nguyen Duc Hiep, former Director of the Lam Dong Provincial Police (before the merger), was re-elected as Chairman of the Lam Dong Provincial Association of Former Police Officers.
