On the morning of February 7th, the Politburo and the Secretariat of the Central Committee organized a national conference to study, understand, and implement the Resolution of the 14th National Congress of the Party, using a hybrid format combining in-person and online participation.

In a thematic report on some new, core issues and 40 years of experience in reform as outlined in the Party's 14th National Congress documents, the Head of the Central Propaganda and Mass Mobilization Department, Trinh Van Quyet, emphasized that the 14th National Congress of the Party is of đặc biệt importance and historical significance for the cause of national reform and development in the new period.
This is not just a congress to summarize the term or set five-year goals, but a congress that shapes development thinking, establishes a new growth model, and creates the institutional foundation for the nation's long journey into the middle of the 21st century.
"The 14th National Congress is truly a turning point in development, a strategic vision, and a strong aspiration for the Vietnamese nation to rise up in the new era," Mr. Quyet emphasized.
According to Mr. Quyet, the outstanding success of the 14th National Congress was its success in terms of thinking and theoretical understanding, as the congress clearly demonstrated a scientific and practical spirit, courageously "looking straight at the truth," objectively assessing both achievements and limitations, and clearly identifying the "bottlenecks of development" in terms of institutions, resources, governance, and growth quality.
Based on that, the congress added and developed many new theoretical understandings: strategic autonomy; development institutions; science and technology as the main driving force; the private economy as the most important driving force; culture and people as endogenous strength…
The Congress also successfully set strategic direction and designed policies. For the first time, a system of development perspectives was built based on systems thinking, with multiple pillars and multiple drivers, closely linking the economy with culture, society, environment, national defense, security, and foreign affairs.
Mr. Quyet also emphasized that the congress was successful in rekindling faith and aspirations for national development.
"The 14th National Congress has accomplished something even more important: strongly arousing the spirit of self-confidence, self-reliance, self-strength, and the will to strive forward of the entire nation; connecting the aspirations of the Party with the desires of the people; and transforming development goals into a common mandate for action," Mr. Quyet stated.

Fundamental shift in development thinking
Regarding the core issues in the Document of the 14th National Congress, Mr. Trinh Van Quyet said that the highlight of this document lies not only in its specific goals, but more profoundly in the fundamental changes in development thinking, growth models, and methods of organizing the country in the new era.
Accordingly, the 14th National Congress added "the theory of the reform line" as a constituent part of the Party's ideological foundation. At the same time, it established the thinking of "strategic autonomy" – a new positioning for Vietnam in a volatile world.
According to Mr. Quyet, strategic autonomy is a new concept with profound significance. While "independence and self-reliance" previously emphasized not being dependent, "strategic autonomy" is understood at a higher level: proactively choosing the path of development; proactively designing foreign relations; proactively mastering technology and resources; and proactively responding to external shocks.
Another key point is that the 14th National Congress identified the comprehensive development and improvement of institutional frameworks as a central task with long-term strategic significance. Alongside this, it established a new growth model based on science, technology, innovation, and digital transformation.
Mr. Quyet emphasized that this is a fundamental shift in the drivers of development. Previously, growth relied primarily on capital, resources, and cheap labor; however, these drivers are now reaching their limits. Therefore, the 14th Party Congress clearly defined that science, technology, innovation, and digital transformation must become the main drivers of growth.

A very profound point in the document is the holistic development mindset, with people at its center. The Congress affirmed that culture is the spiritual foundation, people are the creative subjects, education is a top national priority, and the private economy is the most important driving force.
According to Mr. Quyet, this shows that development is not just about GDP growth, but about improving the quality of life, happiness, and human dignity. This is the humanistic essence of the socialist orientation.
"It can be seen that the documents of the 14th Party Congress have established a new system of development thinking: solid in theory, clear in strategy, strong in motivation, profound in humanism, and modern in governance. This system of viewpoints forms the ideological foundation and guiding principle for action for the entire Party, the entire people, and the entire army in the new era of development," Mr. Quyet said.
Faster, more decisive, more innovative, more efficient
According to Mr. Trinh Van Quyet, the experience of many terms has shown a very profound lesson: a resolution may be very correct and excellent, but if its implementation is not decisive and coordinated, the resolution will remain only on paper.
Therefore, the great requirement now is not just to "correctly understand the resolution," but to transform the resolution into concrete actions, into substantive changes in socio-economic life, and into the trust of the entire people and the entire army in the Party, in the regime, and in the future development of the country.

Mr. Quyet emphasized the need for a high level of consensus in understanding, creating social agreement, and igniting the aspiration for development. Rapid, complete, and synchronized institutionalization is a breakthrough in the implementation process.
Innovate the methods of organization and implementation according to modern management thinking. Adopt science, technology, innovation, and digital transformation as the main modes of action.
At the same time, Mr. Quyet emphasized that building a team of qualified officials is the decisive factor in all decisions.
"Implementing the Resolution of the 14th National Congress requires a new spirit: faster, more decisive, more creative, and more effective; we cannot accept stagnation, shirking responsibility, or talking much but doing little. Each level, each sector, and each locality must ask themselves: What concrete actions have we taken to realize the goals of the Congress? Because the success of the Congress is not measured by words, but by: the growth of the economy, the quality of life of the people, social trust, and Vietnam's position on the international stage," Mr. Trinh Van Quyet affirmed.
