On January 20th, in compliance with the order to ensure absolute security and traffic safety for the 14th National Congress of the Party, the Hanoi City Police mobilized maximum forces with the highest sense of responsibility and discipline.

Early on January 20th, despite light rain, ensuring traffic order and safety in the capital was given the highest priority, with checkpoints set up around the routes leading to the National Convention Center (Tu Liem, Hanoi).
The entire Hanoi City Police force was instructed to prevent any sudden or unexpected incidents, and to avoid any disruptions, even for a short period. Based on this, the Hanoi City Police implemented a comprehensive range of modern solutions, most notably the Traffic Police Department's application of an artificial intelligence-based camera system to activate a "green wave" for escorting and protecting delegations.

With the task of ensuring traffic order and safety during the Congress, the Traffic Control Center (Hanoi City Police) plays the role of the "brain" commanding the operation, coordinating harmoniously with forces on the ground, ensuring security, order, and smooth traffic flow.
Through the Artificial Intelligence (AI) camera system installed on key traffic routes and arteries, the Center organizes and manages traffic scientifically and flexibly, maintaining regular communication with traffic police officers on duty in the field, promptly detecting and handling emerging situations, and preventing traffic congestion.
According to Lieutenant Colonel Pham Quang Minh, Deputy Head of the Traffic Command and Traffic Signal Control Team of the Traffic Police Department (Hanoi City Police) - the unit assigned to manage the Center's operations - the Traffic Control Center proactively developed detailed operational scenarios for each time slot and route, closely following the schedules of the delegations. The focus was on effectively utilizing the artificial intelligence camera system to monitor traffic conditions in real time, quickly identify vehicle density and congestion hotspots, thereby proactively adjusting traffic flow and organization plans accordingly.
"Centralized and synchronized management using technology has helped minimize conflicts at major intersections, keeping traffic flow stable and smooth, even during peak hours serving the Congress," Lieutenant Colonel Pham Quang Minh informed.
A particular highlight in ensuring security and safety for the 14th National Congress was the activation of the "green wave" system to escort and protect the delegations attending the Congress.

In this system, the Traffic Control Center acts as the "brain," integrating data from AI-powered cameras with the intelligent traffic signal system. When escort vehicles of the traffic police move, the system will recognize them from a distance.
As soon as the approved convoy is correctly identified, the Center will automatically adjust the traffic lights along the entire route to a green priority state, creating a smooth "traffic corridor" to ensure the convoy moves along the correct route, on time, and with absolute safety. This safe and modern solution allows traffic police to proactively escort convoys, significantly reducing the need for manual traffic control at each intersection, while simultaneously improving the accuracy and safety of traffic management.
Furthermore, the use of AI-powered camera systems helps to reduce localized traffic congestion, lessen the burden on officers and soldiers on duty, and improve the efficiency of urban traffic management. Not only does it effectively serve a particularly important political task, but the flexible combination of smart traffic lights and direct traffic police signals also creates uniformity in compliance with traffic regulations among road users.
When traffic management is carried out in a clear and easily recognizable manner, citizens comply strictly, contributing to their own safety and cooperating with law enforcement in the performance of their duties.
The deployment of AI-powered camera systems to activate the "green wave" for escorting delegations at the 14th Party Congress is considered a breakthrough in traffic management.
