The 14th National Congress opened a period of rapid and sustainable development for the country.

Associate Professor Bui Huu Toan, Secretary of the Party Committee of the Banking Academy, emphasized that the 14th National Congress of the Party is of great significance, opening a new stage of national development with higher demands on speed, quality, and sustainability. The Congress is expected to further affirm the strategic vision, create high unity in awareness and action throughout the Party, the people, and the armed forces; strongly inspire the aspiration for a prosperous and happy nation; and consolidate social trust and consensus.

The size of the economy , average income, and quality of life have all improved.

- Looking back at the five years of implementing the Resolution of the 13th National Congress and, more broadly, the 40 years of Renovation, what do you consider to be the most outstanding achievements?

- It can be affirmed that the implementation of the Resolution of the 13th National Congress of the Party over the past nearly five years has achieved many very important results; clearly demonstrating the courage, wisdom, and leadership capacity of the Party in the context of a world and regional situation with many complex changes.

Vietnam has maintained macroeconomic stability, controlled inflation, recovered relatively quickly after the pandemic, ensured social welfare, and upheld national defense and security. Foreign relations continue to be a bright spot, significantly enhancing the country's international standing and prestige.

Looking back over 40 years of reform, the greatest achievement is that Vietnam has escaped underdevelopment, formed a socialist-oriented market economy, and deeply integrated into the global economy. The size of the economy, per capita income, and the quality of life of the people have all improved. More importantly, the Party has accumulated experience in leading national development in the context of a market economy and international integration.

However, practice also reveals limitations that need to be frankly acknowledged. The quality of growth still relies heavily on capital and labor, while science, technology, and innovation are not yet the main driving forces. Institutional bottlenecks remain, especially in land, public investment, and education and training; implementation is weak, causing a delay between policy and reality.

Regarding the causes, in my opinion, besides objective factors, the subjective reasons are that the quality of institutions, the effectiveness of policy implementation, and the quality of human resources have not truly met the requirements of the new phase. In addition, some officials still have a hesitant and timid attitude in organizing implementation, which has a certain impact on the progress and quality of reform. This requires continued comprehensive solutions regarding institutions, discipline, order, and protection for officials who dare to think and act for the common good.

- Based on this experience, what lessons can be learned for the next stage of development, in your opinion?

- In my opinion, the most important lesson throughout 40 years of reform is the need to remain steadfast in our goals, but to vigorously innovate the methods of leadership and development management; to focus on human development, high-quality human resources; and to consider science, technology, innovation, and digital transformation as key driving forces. At the same time, we must continue to build a clean, strong, and capable Party to lead the country in this new stage of development.

The goals set reflect a strong desire for development.

- The draft Political Report at the 14th National Congress has identified specific economic goals and targets for the period 2026-2030, including an average GDP growth rate of 10% or more per year. In your opinion, what are the key conditions and solutions to realize the double-digit growth target?

- The economic development goals and targets for the period 2026-2030 clearly demonstrate the strong aspirations for development and the high political determination of the Party in leading the country into a new stage of development with higher quality and efficiency. These are high but necessary targets, consistent with the requirements for Vietnam to escape the middle-income trap and enhance its national standing in the new period.

To achieve sustainable double-digit growth, the prerequisite is not expanding investment at all costs, but fundamentally reforming the growth model. The focus must shift strongly towards growth based on productivity, science, technology, innovation, and the quality of human resources, instead of relying heavily on capital and labor as before.

Regarding fundamental conditions, in my opinion, we need to focus on three key issues. Firstly , institutions must take a proactive approach, removing bottlenecks in investment, land, science, technology, finance, budget, and decentralization, in order to unleash social resources.

Secondly , we must strongly develop human resources, especially high-quality human resources, in conjunction with digital transformation, processing and manufacturing industries, and the digital economy; in which higher education and science and technology play a fundamental role.

Thirdly , improve the quality of governance and enforcement discipline, thoroughly overcome the tendency to shirk responsibility and hesitate in carrying out tasks, and ensure that major policies are effectively implemented in practice.

Regarding the 13 development orientations outlined in the draft Political Report, in my opinion, the most groundbreaking orientation is establishing a new growth model, with science and technology, innovation, and digital transformation as the main driving forces. This is the "key" to increasing productivity, creating high added value, and simultaneously spreading positively to other areas such as culture, society, state administration, and Party building.

If this breakthrough direction is implemented effectively, the major goals of growth, income, sustainable development, and improving people's lives in the 2026-2030 period will have a solid practical foundation to become a reality.

- What are your expectations for the 14th Party Congress regarding the development of the country and the lives of the people?

- In my opinion, the 14th National Congress of the Party is of great significance, opening a new stage of development with higher demands on speed, quality, and sustainability. I expect the Congress to continue to clearly affirm the strategic vision, create high unity in awareness and action throughout the Party, the people, and the armed forces; and at the same time strongly awaken the aspiration for a prosperous and happy country and consolidate social trust and consensus.

I also expect that the major orientations, key tasks, and strategic breakthroughs set forth in the Congress documents will soon be concretized through strong reforms, especially in improving institutions; developing high-quality human resources; promoting science, technology, innovation, and digital transformation; and developing modern infrastructure. More importantly, I hope that discipline, order, and the quality of implementation will be significantly strengthened, so that correct policies and effective decisions truly come to life.

Ultimately, my greatest expectation is that the material and spiritual lives of the people will continue to improve; social security, social justice, and opportunities for education and development for every citizen will be better ensured. This is the most important measure of success and the highest goal of all policies and guidelines in the new development phase. Through this, we will continue to affirm the comprehensive and direct leadership role of the Party over the State and society, creating a solid political foundation for the rapid and sustainable development of the country in the coming decades.
