On the eve of the 14th National Congress of the Party, Politburo member, Standing Deputy Secretary of the Government Party Committee, and Standing Deputy Prime Minister Nguyen Hoa Binh answered questions from the press regarding the achievements of the 13th National Congress term and the key orientations, tasks, and solutions for successfully implementing the Resolution of the 14th National Congress of the Party.
PV: The 13th National Congress took place in a particularly harsh context, with more difficulties, challenges, and intense obstacles than opportunities and advantages. Could the Deputy Prime Minister please give a general assessment of the comprehensive results that the country has achieved during this "trial by fire" term, and what are the key factors that created these miracles?
Deputy Prime Minister Nguyen Hoa Binh : In 2025, GDP will grow impressively by 8.02%, bringing the average for the entire period to one of the highest in the region (6.3%). Secondly, successfully implement the revolution in reorganizing the administrative apparatus and rearranging administrative units, ensuring a streamlined, efficient, effective, and effective system.
Third, perfecting institutions with a breakthrough, development-oriented mindset. Fourth, strategic infrastructure has made remarkable progress. Fifth, innovating the growth model, creating new drivers for an era of progress.
Sixth, resolutely remove difficulties and obstacles, and unlock resources for the economy. Seventh, culture truly guides the way, becoming an intrinsic strength and driving force for development.
Eighth, the Party and State of Vietnam have done a good job in social welfare work, paying special attention to social welfare with the spirit of "leaving no one behind". Ninth, education and healthcare have made remarkable progress, and the quality of life has improved.
Tenth, national defense and security have been firmly consolidated, protecting the Fatherland early and from afar; foreign affairs and international integration have achieved important achievements of strategic significance; unusual and complex international relations have been handled wisely, maintaining a peaceful environment for development.
PV : During the implementation of the Party's 13th National Congress Resolution, many new and unprecedented issues arose, exceeding our ability to predict and posing extremely difficult challenges. The Government handled these issues very promptly and effectively. From this vivid and arduous experience, could the Deputy Prime Minister share the most profound lessons learned in leadership, guidance, and administration?
Deputy Prime Minister Nguyen Hoa Binh stated: Six lessons can be drawn from the experience in leadership and management as follows: Firstly, there must be new thinking, a strategic vision, close adherence to reality, and placing national interests above all else. Secondly, there must be high determination, great effort, decisive and effective action. Thirdly, the people must always be at the center and the main subject; all decisions must be aimed at protecting the people, caring for the people, and ensuring their well-being and happiness.
Fourth, leadership and management must be thorough and specific, following the six clear principles: clear person, clear task, clear time, clear responsibility, clear output, and clear authority. Fifth, promote decentralization and delegation of power.
Sixth, strengthen ideological work and create consensus among the people. Policy communication must be one step ahead to provide official information, guide public opinion, and create social consensus.
PV : On the eve of the 14th National Congress of the Party, a historic moment marking the country's entry into a new era of development, what strategic breakthroughs and key management solutions will the Government prioritize in the coming period to successfully achieve the set strategic goals?
Deputy Prime Minister Nguyen Hoa Binh : Firstly, we must accelerate sustainable economic development, creating a solid foundation for the new era. We must focus all resources and remove all obstacles to strive for double-digit growth rates each year.
Secondly, we must continue to innovate in thinking about building and perfecting institutions, considering this a breakthrough within a breakthrough. We must strongly innovate in thinking about lawmaking to create development and unleash productive resources.
Third, promote innovation in the growth model, based on science and technology, innovation, and digital transformation. Fourth, focus investment on completing and putting into operation infrastructure projects connecting regions and areas.
In addition, we must continue to streamline the apparatus and reform the administrative system. We must continue to review and reduce the number of internal departments within ministries, agencies, and localities; digitize 100% of records and results of administrative procedures; and resolutely remove corrupt, evasive, and irresponsible officials from the system, replacing them with those who dare to think and act.
Building a comprehensive social safety net that covers all citizens, ensuring that "no one is left behind" in the country's development journey. Proactively implementing measures to prepare for and respond to all types of natural disasters; fundamentally addressing environmental pollution, flooding, landslides, etc.; and creating breakthroughs in building a high-quality workforce.
