- Minister Luong Tam Quang: The 8th Congress of the Party Committee of the Central Public Security Ministry, for the term 2025-2030, has identified the major work orientations of the People's Public Security force to affirm its leading and core role in implementing the Resolution of the 14th Congress and the strategic policies of the Party, which are:
Continuing to set an example and take the lead in implementing the Resolution of the 14th National Congress and the Party's strategic guidelines with concrete results, striving to create new milestones for the Party and the people. Building a truly clean, strong, professional, elite, and modern People's Public Security force that is "most disciplined - most loyal - closest to the people," commensurate with the requirements of national defense in the new situation.
Maintaining national security contributes to ensuring lasting peace and stability, creating the safest, most favorable environment for development. Building and strengthening a society that is orderly, disciplined, safe, and healthy, moving towards a crime-free and drug-free society, enhancing human security protection, for the peaceful and happy lives of the people.
To build a modern, transparent, effective, friendly, humane, and people-serving method of managing and administering security and order. To leverage the advantages and unique characteristics of the People's Public Security's foreign relations, contributing to creating a peaceful and stable environment for national development.
Focus on developing a self-reliant, self-sufficient, dual-use, and modern security industry, and expanding security commerce.
Continue to effectively implement the motto "When the people need help, when the people are in difficulty, the police are there"; affirm the role of the frontline force in rescuing and assisting the people in times of danger and hardship; elevate the work of the police in supporting vulnerable people and those in difficult circumstances, contributing to solving the root causes of issues related to security and order, and promoting the "people's support" in building and protecting the socialist Fatherland.

* One of the new aspects in the operational thinking of the People's Public Security Force is the shift from the motto "orders - obedience" to "orders - obedience and proactively proposing and creating development." What requirements does this place on the People's Public Security Force in performing its duties, Minister?
- The new mindset places very high demands on the police force in terms of proactiveness and a spirit of service, creating maximum convenience and fostering development.
The practical work of the police force is very diverse, constantly monitoring and assessing the external and internal situation, and the implementation of the Party's guidelines and the State's policies and laws. Each police officer and soldier, within their responsibilities and duties, demonstrates a high level of proactiveness coupled with a spirit of service and development, actively identifying and advising on effective solutions and initiatives for national development, proposing solutions to close loopholes and shortcomings, resolving difficulties and obstacles, contributing to the early resolution of minor violations, preventing them from accumulating into serious legal violations, unlocking resources, and promoting development.
Proactively identifying and proposing solutions to conflicts and grievances among the people; proactively assisting the people and mobilizing support for the vulnerable and disadvantaged... contributes to consolidating and maximizing the strength of national unity in building and developing the country.
The 14th National Congress set the goal of "by 2045, becoming a developed, high-income country, a socialist Vietnam that is peaceful, independent, democratic, prosperous, civilized, and happy"; deeply recognizing the glorious responsibility of the People's Public Security force to increase its contributions and create a foundation for the success of development, achieving the Party's goals, and demanding a strong renewal of thinking, decisive action, breakthroughs, and effectiveness, which is urgently needed for every officer and soldier.
* Minister, one of the requirements of General Secretary To Lam for the People's Public Security Force when speaking at the 8th Congress of the Party Committee of the Central Public Security Ministry was: The People's Public Security Force must firmly consolidate a peaceful and stable environment, build a society of order, discipline, safety, and health, creating a foundation for the successful implementation of the Resolution of the 14th Party Congress and the two strategic goals of the Party. Could you please tell us, Minister, how the Ministry of Public Security is implementing this goal through specific actions?
- The Public Security forces will "raise all their antennas," closely monitor the situation, and promptly advise the Party and State on formulating foreign and domestic policies, achieving double-digit economic growth targets, establishing a new growth model, absolutely preventing the country from being strategically passive, and turning crises into opportunities for development.
Maintaining national security, strengthening the protection of regime security, government security, cultural and ideological security, economic security, cybersecurity, data security; protecting key figures, the "pillars" of the political system, and the elite in science and technology; addressing complex potential security and order issues, preventing passive or unexpected situations.
Proactively identify and firmly protect security in new spaces and fields (robotics, unmanned devices, low-level economic security, data security, etc.); effectively combat new methods and tactics of crime.
Striving to achieve drug-free status for 50% of communes nationwide and 18 localities, ultimately leading to crime-free status. Focusing on building a culture of "respect for the rule of law" and a culture of traffic safety.
Actively participating in addressing global issues, strengthening international cooperation to implement the Hanoi Convention, and making Vietnam a center for cooperation in combating cybercrime in the Asia-Pacific region.
* In the early days of the new year, the first year of implementing the Resolution of the 14th National Congress of the Party, what message does the Minister want to convey to officers and soldiers in the People's Public Security force, all levels and sectors, and the people nationwide in working together to build a prosperous country, an increasingly developed society, and a peaceful and happy life for the people?
