On February 7th, the Politburo and the Secretariat of the Central Committee organized a national conference to study, understand, and implement the Resolution of the 14th National Congress of the Party, using a hybrid format combining in-person and online participation.

New thinking on national defense and protecting the homeland.

In a thematic report on new thinking and awareness regarding national defense and protection of the Fatherland at the 14th National Congress, General Phan Van Giang, Minister of National Defense , stated that the world is undergoing tremendous changes, with very rapid, complex, and unpredictable developments. Peace, cooperation, and development remain the dominant trends, but face many new challenges.

Strategic competition among major powers, conflicts, and wars are occurring in many regions, in various forms, and are becoming more complex and intense. International law and global multilateral institutions are facing significant challenges.

General Phan Van Giang also informed that, with increased defense budgets and an increasingly fierce arms race, countries are accelerating military modernization and enhancing military capabilities with new generations of weapons, which has become a widespread trend. Simultaneously, the emergence of modern weapons and military equipment has fundamentally changed the organization of the military and the form and methods of conducting warfare.

Domestically, General Phan Van Giang assessed that hostile and reactionary forces are increasingly relentlessly using insidious methods and tactics to undermine the Party, the State, and the regime. Non-traditional security challenges are becoming more serious, especially cybersecurity, terrorism, natural disasters, and epidemics, which are extremely complex and unpredictable.

The Minister of National Defense emphasized that the 14th National Congress inherited and developed the contents on national defense from previous congresses, while adding the following objectives: "ensuring the highest national interests" above all else; "protecting the country's international prestige and position"; "firmly protecting national security, human security, economic security, and cybersecurity"; "strengthening all-people national defense, proactive defense; preventing and repelling from within factors causing political instability"; and maintaining and consolidating a peaceful environment for national development.

General Phan Van Giang emphasized that this viewpoint and policy profoundly reflects the Party's evolving thinking on national defense and safeguarding the Fatherland. It serves as a strategic orientation for the entire Party, people, and army to focus on effectively implementing national defense tasks and firmly protecting the socialist Fatherland of Vietnam in the new situation.

Determined to produce modern weapons and equipment.

Regarding national defense tasks, General Phan Van Giang stated that the 14th National Congress determined that strengthening national defense and firmly protecting the Fatherland is a crucial and ongoing task of the Party, the State, the political system, and the entire people, with the People's Army as the core, but with new developments.

Accordingly, the 14th National Congress affirmed that strengthening national defense and security and promoting foreign relations and international integration are crucial and ongoing priorities. Building a strong and modern national defense system based on the participation of the entire population; building a solid and proactive defense zone...

The 14th National Congress determined that strengthening national potential and overall strength is crucial; and enhancing the ability to mobilize resources to meet the requirements of all defense situations is essential.

Regarding the task of building a revolutionary, regular, elite, and modern People's Army, General Phan Van Giang stated that, in implementing the Resolution of the 14th National Congress, the General Secretary's directives on "2 steadfast, 2 strong, 2 preventive," "5 firm," and the goal of "resolutely researching and producing advanced and modern weapons and equipment," for over 80 years, the army has always performed well in its three functions: "a fighting force, a working force, and a labor and production force."

Serving as a fighting force, the People's Army is built to be revolutionary, regular, elite, and modern; its organization is lean, compact, and strong, with a synchronized and rational structure between its components and forces; between the standing and reserve forces; and the local military organization is arranged in sync with the two-tiered local government organization. According to General Phan Văn Giang, three cadet schools are currently being established in the North, Central, and South of Vietnam.

Regarding the defense industry, General Phan Van Giang stated that the 14th National Congress of the Communist Party of Vietnam determined to accelerate breakthroughs in the development of a self-reliant, self-sufficient, self-strengthening, dual-use, and modern defense industry.

The 14th National Congress identified the need to master several fundamental and core technologies; and to successfully research, design, and manufacture many types of modern, high-tech weapons and technical equipment.

Regarding international integration and defense diplomacy, the 14th National Congress of the Communist Party of Vietnam determined: to promote international integration and defense diplomacy, actively and effectively participate in United Nations peacekeeping operations, humanitarian assistance, search and rescue, disaster relief, and post-war recovery. At the same time, to leverage cooperation in technology transfer and advanced resources.
