At the working session, Minister Phan Van Giang and the working delegation listened to the representative of the Standing Committee of Tay Ninh Provincial Party Committee report on the results of socio- economic development, national defense, security and people-to-people diplomacy of the province in recent times.

Accordingly, the Party Committee and the government of Tay Ninh province lead and direct the effective implementation of programs and plans, focusing on removing bottlenecks and bottlenecks (in infrastructure, quality of human resources and mechanisms and policies), exploiting advantages and potentials, and attracting many strategic investors to the province.

The economy has grown quite well (in the first 9 months of 2025, reaching 9.52%, the top in the Southeast region, ranking 8th out of 34 provinces and cities nationwide, in the first 10 months of the year, the budget revenue reached nearly 44,000 billion VND, an increase of 38% over the same period in 2024; attracting more than 832 million USD of FDI capital...); the business environment has been improved; many valuable traffic routes have been deployed and put into use to serve the task of socio-economic development associated with ensuring national defense and security.

The cultural and social fields have achieved many positive results; people's lives have improved. The work of building the Party and the political system has been highly valued and well done, revolutionary traditions have been upheld, the principles of leadership, solidarity and unity have been maintained, and regulations on setting examples have been strictly implemented, especially by leaders of Party committees, authorities and organizations.

Internal political protection, inspection, supervision, the fight against corruption and negativity, and the settlement of complaints and denunciations are implemented synchronously and effectively.

Mass mobilization work and activities of the Fatherland Front and socio-political organizations continue to be innovated, close to the grassroots, and effective; focusing on leadership and direction in building grassroots governments, ethnic minority areas, remote areas, and border areas.

Besides, the province has fully and promptly resolved policies and regimes for cadres, civil servants and public employees.

Always pay attention to leading and directing to raise awareness of the important strategic position of national defense and security; promptly issue documents to lead and direct local military and defense work, especially immediately after the merger of provinces and the implementation of two-level local government.

Despite many difficulties, the locality has paid attention to investing budget for military and local defense, enhancing defensive combat capabilities and protecting the area.

Regularly grasp the situation, promptly direct and handle arising issues related to military, national defense, management, firmly protect sovereignty and border security, and maintain political stability in the area.

At the working session, comrade Nguyen Van Quyet, Secretary of Tay Ninh Provincial Party Committee and delegates exchanged and discussed to clarify the results, limitations and difficulties of the locality and had recommendations and proposals of Tay Ninh province to the Minister of National Defense.

Speaking at the meeting, General Phan Van Giang expressed his delight at the achievements that the Party Committee, government, armed forces and people of Tay Ninh province have achieved in recent times in the fields of socio-economics, national defense, security and people's foreign affairs. In order to successfully complete the socio-economic development targets associated with strengthening national defense and security in the area, General Phan Van Giang requested the Tay Ninh Provincial Party Committee to focus on leading and directing the implementation of the following key points:

Continue to thoroughly grasp the Party's guidelines and policies, the State's policies and laws, and the directives and resolutions of the Central Military Commission and the Ministry of National Defense on the task of protecting the Fatherland.

Raise revolutionary vigilance, proactively fight to defeat the "peaceful evolution" plots and activities of hostile forces.

Focus on leading and directing the effective implementation of Resolution No. 4 of the 11th and 12th Central Committees and Conclusion No. 21 of the 13th Central Committee on promoting Party building and rectification and the political system; promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle.

Implement well the regulations on setting examples, especially for leading and key cadres at all levels. Take care to build and train a team of leaders and managers at all levels with qualities and capacity to meet the requirements of construction and development of the province.

Focus on developing key economic sectors, creating a strong transformation in the agricultural sector, creating a solid foundation for economic development to build a strong economic potential; prioritize investment in transport infrastructure; develop border economic zones to attract investment, exploit the potential and advantages of the province; improve people's lives, especially in ethnic and religious areas, remote and isolated areas; effectively solve the problem of spontaneous migration in the area.

The Central Military Commission and the Ministry of National Defense donated 30 billion VND to Tay Ninh province to build a people's bridge.

In any circumstances, we must be determined to protect the people, the land, and firmly protect the national border sovereignty. We must attach importance to strengthening national defense and security potential, focusing on building an all-people national defense and a strong all-people defense posture associated with a strong people's security and people's security posture.
