Dak Lak requires prevention and response to storm No. 15 at the highest level

(Chinhphu.vn) - On the afternoon of November 27, in response to the complicated developments of storm No. 15, the Chairman of the Dak Lak Provincial People's Committee issued an urgent dispatch to proactively deploy solutions to respond to storms and floods in the area.

The dispatch stated that storm No. 15 is a strong storm with complex developments that is forecast to directly affect Dak Lak province , especially in the context that the province has just experienced a period of heavy rain and flooding (from November 17 to 21), and localities are urgently overcoming the consequences.

To proactively respond, the Chairman of the Provincial People's Committee requested agencies, units and localities to focus on leading and directing the immediate implementation of measures to prevent, avoid and respond to storms and floods with the spirit of proactive prevention and response at the highest level, with the motto "four on-site"; "proactive from early, from afar", with the most drastic spirit, anticipating the worst scenario, implementing measures to prevent, avoid and respond at the highest level to absolutely ensure the safety of people's lives, limit damage to property of the people and the State, not to be passive or surprised in any situation, putting the goal of ensuring the safety of people's lives above all, first of all.

The Chairman of the Provincial People's Committee requested the secretaries and chairmen of the People's Committees of coastal communes and wards to focus on leading, directing, and urging the work of preventing, avoiding, and responding to storms and post-storm floods. In particular, coordinate with the Border Guard to urgently deploy plans to ensure the safety of ships and boats and measures to prevent and combat storms at sea, on islands, in coastal areas and on land, in which it is important to proactively reinforce and ensure the safety of houses, infrastructure works, dams, sea dykes, limit damage to production, especially agricultural production in coastal areas, and support people in harvesting agricultural products that are about to be harvested with the motto "a green house is better than a ripe field".

Review plans, forces, and means to be ready to deploy evacuation support and relocation of people in unsafe areas before the storm directly affects them and deploy response, rescue, and relief work when situations arise.

For inland areas, closely monitor forecasts and warnings about storms, heavy rains and floods on information channels to proactively inform the authorities and people in a timely manner, proactively prevent, avoid, and respond promptly to minimize damage, and prevent people from being unaware of information about natural disasters; strengthen sea-fighting, instruct people to recognize signs of natural disasters and measures and skills to respond to each natural disaster situation, especially floods, landslides, flash floods, etc.

Prepare plans to organize forces to guard, control, support, and guide to ensure safe traffic for people and vehicles, especially at culverts, spillways, deep flooded areas, fast-flowing water, and areas where landslides have occurred.

The Provincial Military Command reviews plans, arranges appropriate forces and means to be on duty in areas where storms and floods are forecast to occur to be ready to support localities in implementing prevention, response, rescue and relief work when requested. Be ready to mobilize additional forces and means to support localities in responding to storms upon request from localities.

The Department of Industry and Trade directs hydroelectric reservoir owners to strictly implement regulations on reservoir operation procedures to ensure safety of works and downstream areas, direct the implementation of measures to ensure safety for hydroelectric dams, operate and regulate water in hydroelectric reservoirs, reserve capacity for flood prevention and control, reduce floods for downstream areas, ensure safety of works and prevent flooding...

On the afternoon of November 27, the Chairman of the Dak Lak Provincial People's Committee decided to establish a forward command post to respond to storm No. 15 and heavy rain caused by the storm. The command post is located at facility 2 - Provincial People's Committee Headquarters (No. 7 Doc Lap Street, Tuy Hoa Ward) with Chairman of the Provincial People's Committee Ta Anh Tuan as Commander-in-Chief and Permanent Vice Chairman of the Provincial People's Committee Ho Thi Nguyen Thao as Permanent Deputy Commander.
