Urgent implementation
The 2024 Land Law takes effect from August 1, 2024. The Law grants authority to the Provincial People's Council and People's Committee to regulate many new contents that were not previously included in the 2013 Land Law.
To implement the law, on August 6, 2024, the Provincial People's Committee issued a document assigning the Department of Natural Resources and Environment to preside over and coordinate with relevant units to urgently advise the Provincial People's Committee to issue contents within its authority.

However , on October 10, 2024, the Prime Minister criticized Dak Nong as one of 13 provinces and cities nationwide that were slow to issue regulations implementing the Land Law.
Explaining this, the leader of the Department of Natural Resources and Environment said that there were many reasons, but subjective factors were still the main ones. The units assigned to preside over the drafting were not resolute and timely. The Department of Natural Resources and Environment was not really flexible in developing and issuing some documents that were not complicated in nature.
There are documents and tasks that have been completed, but the Department of Natural Resources and Environment is waiting for the completion of all contents in the newly issued Land Law.
According to the Department of Natural Resources and Environment, although there were delays and shortcomings, before, during and after the Land Law took effect, the Department of Natural Resources and Environment took action.
Before the law took effect, the Department of Natural Resources and Environment advised the Provincial People's Committee to issue Plan 285 to implement the Land Law in Dak Nong. Immediately after the plan was issued, on May 21, 2024, the Provincial People's Committee organized a training conference to disseminate the 2024 Land Law.
The conference gathered 500 delegates who are leaders of departments, branches, socio -economic organizations, civil servants and public employees working in land management in the province.
On the part of the People's Committees of districts and cities, organize conferences to disseminate and train on the implementation of the Land Law in appropriate and effective forms.
The Provincial People's Committee assigned the Department of Natural Resources and Environment to coordinate with the Department of Justice and relevant units to review the provisions of the Land Law. The unit in charge of advising the Provincial People's Committee assigns specific tasks to each department and branch responsible for developing and advising the Provincial People's Council and the Provincial People's Committee to promulgate legal documents within their assigned authority.

Currently, the Provincial People's Committee is urging relevant departments, branches and localities to promote the dissemination of the 2024 Land Law.
Dak Nong continues to review, develop and promulgate legal documents under local authority, contributing to resolving difficulties and obstacles in implementing the 2024 Land Law in the province.
Top 3 in the country
According to the Department of Natural Resources and Environment, the reason for the delay in the document must be partly attributed to some departments, branches, and district People's Committees during the process of giving opinions on the content.
Many units only skimmed through, without going into in-depth research to contribute ideas. This led to low quality of ideas, and as a result, when the document was presented to members of the Provincial People's Committee, there were many conflicting opinions.
The issue of land division in the Land Law is an example. This issue, the content related to the Department of Construction, after sending the document, the unit signed and agreed to all the content drafted by the Department of Natural Resources and Environment. However, when it was brought to the meeting of the Provincial People's Committee members, the Department of Construction refused.
The Department of Construction believes that the Department of Natural Resources and Environment should reconsider the division of plots in cases where there is a detailed plan or zoning plan because it will disrupt the plan.
On the contrary, the People's Committees of districts and cities said that if they do not allow land division, localities must stop all administrative procedures for people.

Regarding the promulgation of regulations to implement the Land Law, at the meeting of the Provincial People's Committee members listening to the units reporting the contents submitted to the Provincial People's Council meeting held on September 11, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Ho Van Muoi affirmed that before the law was issued, the Provincial People's Committee had specifically directed the focal unit to do advisory work.
“I personally admitted my mistake to the Executive Committee as the leader. We are ready to take responsibility and review before our superiors. But the important issue here is that the directors of departments and branches should review their responsibilities. Is it too difficult to make and issue resolutions and the Land Law? Are there any problems with planning, bauxite, or funding? Or are the units themselves not doing their job properly? I highly criticize the delay of the departments and branches,” said Chairman of the Provincial People’s Committee Ho Van Muoi.
According to the leader of the Department of Natural Resources and Environment, after the Government and the Provincial People's Committee criticized, the unit clearly recognized its responsibility. The Department of Natural Resources and Environment coordinated with relevant parties to quickly complete the unfinished comments.
All contents were studied and agreed upon by relevant parties to ensure harmony. The relevant team of the Department of Natural Resources and Environment took advantage of their time, regardless of holidays, to quickly complete consulting the Provincial People's Committee on many contents of the Land Law.
By October 20, 2024, Dak Nong had completed 17 contents of the Land Law implementation. With this progress, Dak Nong ranked 3rd in the country after An Giang and Hai Duong provinces and ranked first in the 5 Central Highlands provinces in promulgating regulations to implement the Land Law.
At the socio-economic press conference for the first 9 months of 2024 held on October 24, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Ho Van Muoi emphasized that Dak Nong has risen to the top of the country in promulgating regulations to implement the Land Law. Promulgating early and in accordance with regulations is one thing.
More deeply, the early implementation of the Land Law will be an opportunity for Dak Nong people and businesses to remove many barriers related to the land sector for economic development.
