Ensuring security and order for sustainable development

Recently, in order to attack and suppress criminals, the Drug Crime Investigation Police Department (Provincial Police) coordinated with Hiep Hoa Ward Police to conduct administrative checks and drug tests (rapid tests) on workers from other provinces working in some construction camps in the area. Through the inspection, a number of seasonal workers from other localities were found to be positive for drugs.

Expanding the investigation, the authorities arrested and prosecuted 3 subjects for illegal drug trafficking. At the investigation agency, these subjects confessed that they came to Quang Ninh to work seasonally at construction sites. They themselves used drugs, and to make a profit, these subjects bought drugs from other localities to sell to addicts.

According to Lieutenant Colonel Nguyen Quang Dung, Head of the Drug Crime Investigation Department (Provincial Police): Along with the development of traffic infrastructure, science and technology, the methods of all types of crimes, including drug crimes, have also developed more sophisticatedly, complicatedly and aggressively. Determining that drugs are the "crime" of many other types of crimes, closely following the direction of the Ministry of Public Security on resolutely implementing the fight to reduce supply and cut off drug demand, in recent times, the Drug Crime Investigation Department (Provincial Police) has closely coordinated with the commune-level police to firmly grasp and manage drug addicts after rehabilitation. In particular, as a force "close to the people, understanding the people", the commune-level police in the province have always firmly grasped the area, population movements, proactively coordinated with the Drug Crime Investigation Department to deploy screening measures, effectively combating and preventing drug smuggling from other localities to Quang Ninh.

Since the beginning of the year, the provincial police have detected and arrested 496 cases with 978 drug criminals. Of which, over 20% of the arrested subjects are from other provinces.

Since March 1st, on the basis of closely following the Central's guidelines and the local practical situation, the work of perfecting the organizational model in the provincial police force in the spirit of "A strong ministry, a strong province, a comprehensive commune, and close to the grassroots" has been deployed scientifically and methodically. In particular, the communal police force, with its core role, closely associated with the people and local authorities, has effectively coordinated with the provincial police's professional departments to ensure security and order from the grassroots level. The communal police in the province have prosecuted 113 cases; investigated and clarified 101 cases with 210 subjects (equal to 89.4%).

Along with institutional reform, infrastructure development, ensuring security and order as a fundamental pillar to attract investment. Thoroughly implementing the viewpoint of not being behind crime, in recent years, Quang Ninh Provincial Police have always paid attention to leading and directing synchronous solutions to fight and prevent crime, maintaining security and order from the grassroots; especially focusing on building the movement "All people protect national security" in a comprehensive and in-depth manner.

Currently, the province has built and maintained 162 models of the movement "All people protect national security" and 4,131 models of "Self-managed People's Groups on Security and Order" with more than 50,000 members; with many creative ways, suitable to the actual situation, highly appreciated and replicated by the Ministry of Public Security nationwide. The movements not only raise awareness and self-consciousness to join hands to protect national security in the community, but also contribute to preventing and stopping risks of insecurity and disorder at the grassroots level, creating a safe environment to attract investment, promoting socio-economic development. In the first 8 months of 2025, the total foreign direct investment (FDI) capital in the province is estimated at 318.5 million USD. Of which, there are 17 newly registered projects with a total capital of 193.04 million USD; 13 projects adjusted capital, adding 123.56 million USD; Non-budgetary investment capital reached 194,008,927 billion VND, an increase of more than 20 times over the same period in 2024.
