
This morning, November 14, presenting the Government's proposal on the Gia Binh International Airport construction investment project at the National Assembly's plenary session, Minister of Construction Tran Hong Minh said that Gia Binh International Airport is located 43km southeast of Noi Bai International Airport. The project aims to build an international standard airport, aiming to achieve Skytrax 5-star service standards and be among the top 10 airports in the world. The airport is identified as an aviation gateway for passenger and cargo transit and aircraft maintenance, repair and overhaul (MRO) facilities in the Asia- Pacific region.
Explaining the need to invest in Gia Binh International Airport instead of expanding the existing Noi Bai International Airport, Minister Tran Hong Minh emphasized the overload and limited expansion capacity of Noi Bai, along with the strategic role that Gia Binh will take on in the aviation structure of the Capital Region.
According to the Minister, the current international passenger and cargo traffic through Noi Bai is exceeding the design capacity and technical operating limits. Noi Bai is approaching customs clearance capacity, facing difficulties in capacity limitations and surrounding space for expansion. This makes it difficult to clear the land and complete the renovation.
The investment in Gia Binh International Airport is affirmed by the Government as necessary to overcome the above limitations and synchronously develop aviation infrastructure for the Capital Region. Gia Binh will be an important step, contributing to the construction of the Capital Region's aviation infrastructure according to the "dual airport" model, serving both civil and military purposes. In particular, the investment ensures meeting the schedule for serving the APEC Summit in 2027.

Presenting the review opinion, Chairman of the Economic and Financial Committee Phan Van Mai said that the review agency basically agreed with the necessity of investing in the project for the reasons stated in the Government's submission.
However, the Economic and Financial Committee has made many recommendations and notes to clarify the feasibility, effectiveness and ensure harmonious benefits when implementing the project. Chairman Phan Van Mai emphasized the need to clarify the feasibility and technical compatibility of the "dual airport" and "multi-airport hub" exploitation model of the Capital region; quantify the high-level goals of the project (such as Skytrax 5-star standard, world top 10, Net Zero), and at the same time determine the roadmap and feasibility to achieve these goals.
Also agreeing with the need to issue a special mechanism to relocate historical and cultural relics, the head of the inspection agency proposed to clearly stipulate the handling of consequences after relocation, especially the re-recognition of relics after relocation, ensuring the preservation of original elements and historical and cultural values; requiring the development of a detailed conservation plan, applying modern scientific and technological solutions to ensure the preservation of original values and avoid deformation of relics.
"It is recommended to clearly define the responsibilities, time limits and post-inspection mechanism for the People's Committee of Bac Ninh province during the implementation of procedures," Chairman Phan Van Mai stated.
GIA BINH INTERNATIONAL AIRPORT PROJECT
Capacity and progress
The project is divided into two main phases, to meet the transportation needs according to level 4F of the International Civil Aviation Organization (ICAO):
• Phase 1 (from 2026 - 2030): Synchronous construction and exploitation with a capacity of 30 million passengers/year and 1.6 million tons of cargo/year. Phase 1.1 (2025 - 2027) focuses on constructing necessary works to serve the 2027 APEC Summit.
• Phase 2 (from 2031 - 2050): Complete items to meet the capacity of 50 million passengers/year and 2.5 million tons of cargo/year.
Technical infrastructure
• Runway: It is planned to invest in 2 pairs of parallel runways, with the distance between the two parallel runways being 1,800m.
• Aircraft parking lot: The first phase of construction of the aircraft parking lot in front of the VIP terminal, passenger terminal, cargo terminal, aircraft maintenance and repair area (hangar) will accommodate about 83 parking positions.
Capital and term
• Total investment capital: About 196,378 billion VND.
◦ Phase 1: 141,236 billion VND.
◦ Phase 2: 55,142 billion VND.
• Capital: The project is invested with the investor's capital, including equity and legally mobilized capital.
• Operation period: Expected to be 70 years (from 2025 to 2095).
• Land use demand: Total area to be used is 1,884.93 hectares. Of which, the area of land for two rice crops is 922.25 hectares.
