Ensuring transparency of public investment capital and ethnic programs

Continuing the program of reviewing draft resolutions, on the morning of November 11, the Provincial People's Council committees met to review the draft of 2 resolutions to be submitted to the 4th Special Session of the 19th Provincial People's Council.

The Economic - Budget Committee of the Provincial People's Council reviewed the draft resolution.

Attending the meeting were comrades: Pham Thi Minh Xuan, member of the Provincial Party Standing Committee, Vice Chairwoman of the Provincial People's Council; Le Thi Thanh Tra, member of the Provincial Party Committee, Vice Chairwoman of the Provincial People's Council; leaders of the Provincial People's Council committees; leaders of relevant departments, branches and units.

At the meeting, the Economic - Budget Committee of the Provincial People's Council examined the draft resolution on adjusting the medium-term public investment plan of local budget capital for the period 2021-2025 and 2025 of Tuyen Quang province. The Ethnic Committee of the Provincial People's Council examined the draft resolution on allocating the regular expenditure estimate of the state budget to implement the National Target Program on socio-economic development of ethnic minority and mountainous areas of Tuyen Quang province in 2025 (phase 2). This draft resolution focuses on allocating over 195 billion VND from the regular expenditure estimate of the state budget for 10 component projects of the national target program.

The delegates basically agreed on the draft resolution to be submitted to the 4th Special Session of the 19th Provincial People's Council. At the same time, they discussed and clarified a number of related contents: Proposing to change the name of the resolution "Adjusting the medium-term public investment plan for local budget capital for the period 2021-2025 and 2025 of Tuyen Quang province" to "Resolution deciding to assign additional state budget revenue estimates, local budget expenditures from non-refundable aid from Global Vision/Korea; adjusting the medium-term public investment plan for the period 2021-2025 and 2025 of local budget capital, Tuyen Quang province" to ensure logic; amending the article name, merging the points of capital arrangement adjustment to make the text more concise and correcting the order of items and numbering appropriately; adjusting to reduce the number of projects with cut capital; requiring detailed items to be clearly stated when allocating capital to projects to ensure transparency; Adjust capital sources from the state budget's regular expenditure estimates for 10 component projects under the national target program to ensure publicity, transparency, compliance with regulations, and suitability to the needs of localities...
