The implementation of laws and guiding documents related to health insurance is seriously coordinated by the Provincial Social Insurance and the Department of Health . The Department of Health presides over and coordinates the organization of training conferences on Law No. 51/2024/QH15 amending and supplementing the Law on Health Insurance, and at the same time communicates circulars and decrees guiding implementation, helping medical examination and treatment facilities grasp payment mechanisms, appraisal procedures and people's rights.

The coordination mechanism between the Department of Health and the provincial Social Insurance agency and hospitals has been strengthened to remove obstacles in payment of medical examination and treatment costs and to synthesize reports to send to central agencies when necessary.
To improve the quality of medical examination and treatment for people, medical facilities in the area always focus on improving the quality of service for health insurance patients. One of the outstanding achievements of the provincial health sector is the development of in-depth expertise, reducing dependence on higher levels and improving the quality of services right at the local level. The successful implementation of many kidney transplants at provincial hospitals is a testament to the improved professional capacity, reducing costs and difficulties for patients, and contributing to reducing the burden on central facilities.
Along with that, provincial hospitals have proposed to establish many specialized centers to serve the increasingly diverse health care needs of the people such as: Provincial General Hospital proposed to establish a Cardiovascular Center, Spinal Neurosurgery Center, Diagnostic Imaging and Interventional Radiology Center; Bai Chay Hospital proposed to establish a Tumor Center, Trauma - Orthopedics Center, Emergency - Stroke Center...; Obstetrics and Pediatrics Hospital proposed to establish a Prenatal Diagnosis Center, Reproductive and Genetic Support Center...
To ensure that health insurance participants receive effective medical examination and treatment right from the grassroots level, professional guidance, support for lower levels and the implementation of mobile medical examination and treatment, humanitarian medical examination, and remote medical examination and treatment (telemedicine) have also been promoted. From December 2024 to September 15, 2025, medical units in the province conducted 281 specialized and basic consultations at the provincial level with the central specialized level, 395 cases; 1,176 basic consultations at the provincial level with the specialized level in the province, 1,174 cases. This contributes to improving the rate of accurate and timely treatment for patients in remote areas.

Investment in facilities and equipment for units to serve medical examination and treatment for people, including health insurance examination and treatment, has also received strong attention. Along with that, the health sector continues to implement the policy of attracting doctors according to Resolution No. 28/2023/NQ-HDND of the Provincial People's Council. By the end of September 2025, 25 people had been recruited to work at hospitals and health stations. In 9 months, the whole sector has organized and participated in 23 training courses and specialized training courses with more than 500 health officials and employees attending, focusing on the following areas: Emergency resuscitation, diagnostic imaging, infection control, internal medicine, traditional medicine, etc.
Along with that, the service attitude of medical staff is considered an important factor for people to feel secure when using health insurance. Since the beginning of the year, medical units have actively implemented training on communication skills, behavior and medical ethics for staff; many hospitals have proactively organized training, and at the same time, publicized channels for receiving feedback such as hotlines and suggestion boxes to promptly handle feedback and suggestions from patients and their families.
Therefore, people with health insurance are quite satisfied when using medical services in the province. In October 2025, the whole province served 2,293,971 people for medical examination and treatment with health insurance, an increase of 3.4% over the same period last year; total expenditure was 2,237 billion VND, an increase of 19.6% over the same period in 2024. People are also more confident when participating in health insurance in the area. By the end of October 2025, the total number of people participating in health insurance was 1,281,865, an increase of 0.38% over the same period in 2024; health insurance coverage rate was 94.85% of the population.
The synchronization in direction, determination in implementation and the spirit of serving patients have contributed to strengthening people's trust in the health insurance policy, creating a solid foundation for all people to have access to quality, safe and fair health services.
