Song Ma 3 Hydropower Plant regularly updates information related to PCTT & TKCN work and reports to authorities via the system.

Construction started in April 2020. Up to now, the Muong Muon Hydropower Plant Construction Investment Project, invested by Dien Bien - Song Hong Energy Joint Stock Company, has basically completed the head dam and important items of the plant. The project belongs to the planning system of medium and small hydropower projects in the province with an installed capacity of 22MW. It is expected that by November 2024, the plant will generate commercial electricity. The project is invested in construction on Nam Chim stream (level I tributary of Nam Muc river) in the communes of Ma Thi Ho and Na Sang (Muong Cha district), so the work of ensuring PCTT&TKCN is also highly focused by the unit. In order to proactively ensure the safety of dams, hydropower reservoirs, and ensure the safety of the project and the downstream area after the dam during the rainy and stormy season, the company has strictly implemented the regulations.

Mr. Vu Van Trung, Chairman of the Board of Directors of Dien Bien - Song Hong Energy Joint Stock Company, said: The investment project to build Muong Muon Hydropower Plant has a total area of over 75 hectares; including over 15 hectares of streambed land, 61 hectares of rice fields, unused hills, and production forest land; the basin area is over 250km 2 , the reservoir capacity is over 1.6 million m 3 ; with main items: reservoir, head dam, weir, spillway, water intake, power distribution station... Although the project has not completed all items, the head cluster has basically been completed. Here, the unit has developed safety assurance plans including: Placing markers on the reservoir protection corridor, dam safety; developing a situational protection plan, handling situations downstream of the dam that have been approved by the competent authority and have come into effect. Next, the unit will focus on coordinating with authorities at all levels to implement solutions to ensure safety during the storm season.

Unlike Muong Muon Hydropower Plant, up to now, Song Ma 3 Hydropower Plant (belonging to Dong A Investment and Construction Joint Stock Company), with a designed capacity of 29.5MW (02 units) has been generating commercial electricity in recent years; with an average annual electricity output of over 120 million kWh. With the largest dam height of 58.5m; dam crest width of 5.0m; dam crest elevation of 522.0m, the project has the task of blocking the flow, storing water to regulate day and night to serve 02 generators, producing electricity; contributing to creating a source of electricity to supply electricity to the power system and promoting socio -economic development in the project area. Song Ma 3 Hydropower Plant is built on the main stream of the Ma River in the communes of Phi Nhu, Muong Luan, Hang Lia and Phinh Giang (Dien Bien Dong district). For this area, the hydrological regime of rivers and streams is divided into two main seasons: flood season and dry season. The flood season lasts 4 months, from June to September, the amount of water in the flood season usually accounts for 70% of the total annual water volume, the largest flow usually falls in July, August, September (accounting for 61% of the total annual water volume). To ensure safety, entering the annual flood season, Song Ma 3 Hydropower Plant proactively deploys solutions to prevent and combat natural disasters, ensuring operational safety for the project and downstream areas.

To ensure safety before the flood season, Dong A Investment and Construction Joint Stock Company has inspected and evaluated the entire dam project.

Mr. Pham Hong Thuy, Deputy Director of Dong A Investment and Construction Joint Stock Company, said: Every year during the rainy and stormy season, the company develops a plan for disaster prevention and control, closely following the reality and the directives of the authorities and the industry. The company has established a shock team to be ready to respond in case of storms and floods. In particular, the company's Disaster Prevention and Control and Search and Rescue Command Board is strengthened to coordinate with the People's Committees of communes to propagate and mobilize people in the area to proactively respond to possible natural disasters. Assign regular forces to be on duty and maintain 24/7 contact, promptly take measures to coordinate and handle situations when there are storms and floods in localities in the area. During the operation of the plant, the Company regularly updates information and notifies the hydropower projects on the Ma River cascade, especially the hydropower projects: Muong Luan 1, Muong Luan 2 to have an optimal and safe operating mode. Every year before the flood season, the unit also inspects and evaluates all equipment and hydraulic works with a plan to maintain equipment to ensure safety during the flood season. Coordinate with relevant authorities of the People's Committee of Dien Bien Dong district, the People's Committees of Phi Nhu and Muong Luan communes to notify and propagate to the downstream residents information on flood and storm prevention and control regulations of the Song Ma 3 Hydropower Project...

Although the project is not yet completed, Muong Muon Hydropower Plant has proactively developed a disaster response plan for the project and downstream areas.

Currently, the province has 20 medium and small hydropower plants in operation, with a total capacity of nearly 280MW. During the rainy and flood season, the principle of operating hydropower plants is to ensure the safety of the works, the efficiency of water supply, electricity generation and maintaining the minimum flow on the river; contributing to regulating and reducing floods in the downstream area. On that basis, during the rainy and flood season, the units managing and operating hydropower plants have closely coordinated with each other in the operation of the plants, regulating the reservoirs reasonably, regularly maintaining communication with each other about the water discharge operation regime of the plants to be proactive in the operation to ensure optimal operation and effective and safe regulation of the reservoirs. Comply with the legal regulations on the safe operation of hydropower dams, properly implementing the Reservoir Operation Procedures, and the Coordination Regulations between hydropower plants; Maintain information reporting as prescribed to the Provincial Steering Committee for Disaster Prevention and Control, districts and relevant departments and branches for timely direction to minimize damage caused by water discharge. Up to now, the units have basically complied with legal regulations on power generation, safety of reservoirs, hydroelectric dams and reservoir operation according to the correct procedures.

Faced with unusual weather developments, in addition to careful preparation by units and hydropower plants, localities should not be subjective, but need to step up propaganda to raise public awareness of types of natural disasters and prevention measures; encourage people not to swim across rivers, streams or hydropower reservoirs to catch fish and collect floating wood when floods come... The proactiveness of hydropower plants and local authorities will bring safety to dams, people and property in downstream areas; contribute to both effective power production and response to situations caused by storms and floods.
