Speaking on the sidelines of the NATO foreign ministers' meeting in Helsingborg on May 22, Rubio said that the negotiation process was making certain progress, but had not yet reached its ultimate goal. According to him, Washington remains committed to promoting a diplomatic solution, even though negotiations with Tehran are "very difficult."
Meanwhile, Iranian Foreign Ministry spokesman Esmaeil Baghaei asserted that the differences between the two sides remain "deep and significant," and that diplomacy needs more time to yield results. Tehran stressed that it will not accept demands for further clarification on Iran's enriched uranium stockpiles if Washington continues to exert pressure.
Diplomatic sources indicate that major disagreements currently center on Iran's enriched uranium stockpiles and control of the Strait of Hormuz, a shipping lane that carries about one-fifth of the world 's oil and liquefied natural gas. The U.S. opposes Iran's proposal to implement a toll system on this strategic route, deeming it "unacceptable."

Amidst intensified diplomatic efforts to find a solution to the tensions, Pakistan has sent military and security officials to Tehran to promote reconciliation. Iranian media reported that Iranian Foreign Minister Abbas Araqchi met with Pakistani Interior Minister Syed Mohsin Naqvi, while Pakistani Army Marshal Asim Munir also arrived in Tehran on the same day. Qatar is also believed to have coordinated with the US to send a negotiating team to Iran to narrow the differences between the parties.
US President Donald Trump said on the same day that he would remain in Washington during this “critical period,” instead of attending a family event over the weekend, but did not elaborate. Earlier, Trump asserted that the US would eventually gain control of Iran’s highly enriched uranium, while Tehran maintained that its nuclear program was for peaceful purposes only.
The protracted conflict has increased instability in the Middle East, significantly impacting the global economy. Oil prices continue to rise amid investor concerns about potential disruptions to energy supplies if negotiations fail or tensions escalate around the Strait of Hormuz.
